RELATING TO THE STATE FIRE COUNCIL.

Adds to the membership of the State Fire Council, and to the membership of advisory committees that the Council may appoint, representatives from the Hawaii State Aircraft Rescue Fire Fighting Unit and the Division of Forestry and Wildlife of the Department of Land and Natural Resources to reflect all non‑federal fire fighting agencies in the State.  (SD1)

RELATING TO FAMILY LEAVE.

Requires the Department of Labor and Industrial Relations, in consultation with the Insurance Commissioner, to develop a procedural manual to implement a family leave insurance program that pays family leave insurance benefits.  Appropriates funds.  Effective 1/1/2050.  (SD2)

RELATING TO PUBLIC WORKS.

Imposes the penalty on both the person and the firm upon the finding of repeat violations of the state law governing wages and hours of employees on public works.  Requires each notice of violation to contain the names of the person and the firm.  Makes conforming amendments.  Effective 1/1/2050.  (SD1)

RELATING TO GOVERNMENT.

Requires reports of official out-of-state and intra-state travel by state employees, officers, or other representatives of state departments or agencies, including the Judiciary and University of Hawaii, to be made available for public review on the Comptroller's website.  Appropriates moneys.  Effective 7/1/2112.  (SD3)

RELATING TO DEMOGRAPHIC DATA.

Requires state agencies to disaggregate data consistent with federal standards and requires publication of the data.  Establishes a task force to assess demographic data collection, processing, retention, and sharing procedures, needs, and challenges.  Requires a report to the Legislature.  Effective 7/1/2112.  (SD2)

RELATING TO PUBLIC PARKING SPACES.

Effective January 1, 2025, requires all State- and privately-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card.  Requires all State- and privately-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card.  Requires the Department of Accounting and General Services and the counties to submit reports to the Legislature.  Defines motor vehicle, public parking space, and parking meter.  Effective 7/1/2050.  (SD2)

RELATING TO PROCUREMENT.

Requires cash or protest bonds to be returned to the initiating parties, minus administrative costs, except in cases where the appeal was frivolous or made in bad faith.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
