RELATING TO HEMP.

Requires that the identity statement used for labeling or advertising hemp products identify the percentage of Hawaii-grown hemp and hemp of other origins contained in hemp products.  Effective 6/30/3000.  (HD1)

RELATING TO HEMP.

Requires persons applying to register as hemp processors to include with their application form documentation that the indoor facility and planned hemp processing operation does not include heat or volatile compounds or gases under pressure, such as cold-water extraction, and is exempt from building permit and building code requirements pursuant to section 46-88, Hawaii Revised Statutes, or is in a food hub or agricultural park.  Effective 6/30/3000.  (HD1)

Status

RELATING TO COFFEE LABELING.

Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and inner packages and inner wrapping labels.  Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees.  Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.  Effective 6/30/3000.  (HD1)

RELATING TO THE PRACTICE OF BEHAVIOR ANALYSIS.

Beginning August 1, 2024, expands the exemption from the behavior analyst licensing requirements for certain teachers working in collaboration with a licensed behavior analyst or licensed psychologist; removes the exemption from the behavior analyst licensing requirements for direct support workers; and allows a registered behavior technician who is under the direction of a licensed psychologist to implement applied behavior analysis services.  Expands the exemption from the behavior analyst licensing requirements for individuals who implement applied behavior analysis services to participants in the Medicaid Home and Community-based Service Waiver Program.  Requires the Department of Education to report to the Legislature on the implementation of Medicaid reimbursements for applied behavior analysis services.  Effective 6/30/3000.  (HD1)

RELATING TO EFFICIENCY STANDARDS.

Allows the Chief Energy Officer of the Hawaii State Energy Office to enforce minimum efficiency standards and adopt or amend efficiency standards.  Sets minimum efficiency standards for portable electric spas, residential ventilating fans, toilets, urinals, and water coolers.  Allows manufacturers to utilize the Home Ventilating Institute's certified products directory certification program to meet certain standards.  Effective 6/30/3000.  (HD1)

RELATING TO TELECOMMUNICATIONS AND CABLE INDUSTRY INFORMATION REPORTING.

Repeals chapter 440J, HRS, relating to telecommunications and cable industry information reporting requirements for broadband service providers.  Effective 6/30/3000.  (HD1)

RELATING TO MOTOR VEHICLE REGISTRATION.

Provides an exemption for flatbed trucks from registration renewals and initial registrations of motor carrier vehicles when used as marine terminal equipment temporarily moving in or between certain terminals.  Adds new terminal locales, times, and roadways to be covered under the exemption.  Effective 6/30/3000.  (HD1)

Status

RELATING TO UNLICENSED CARE HOMES.

Clarifies that any person, corporation, or entity is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility.  Repeals the landlord exclusion.  (SD1)

Status

RELATING TO THE REPEAL OF SECTION 328-106, HAWAII REVISED STATUTES.

Repeals section 328-106, Hawaii Revised Statutes, which requires DOH to regulate business practices between private entities engaged in the selling, billing, and reimbursement of pharmaceuticals.  Effective 6/30/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
