Amends hemp processing rules to allow licensed hemp farmers to process hemp in agricultural structures and buildings that are permit-exempt under section 46-88, Hawaii Revised Statutes, as well as food hubs and agricultural parks, as was allowed prior to 2021. (SD1)

Requires that the identity statement used for labeling or advertising hemp products identify the percentage of Hawaii-grown hemp and hemp of other origins contained in hemp products.  Effective 7/1/2050.  (SD1)

RELATING TO CANNABIS FOR MEDICAL USE.

Amends the definition of "cannabis" to include cannabis propagules, cuttings, and seeds.  Defines "cannabis cutting" and "cannabis propagule".  Allows qualifying patients and primary caregivers who are authorized to cultivate cannabis for medical use to purchase cannabis propagules, cuttings, and seeds from licensed dispensaries in the State under certain conditions.  Establishes quantity limits and quality requirements for the dispensing of cannabis propagules, cuttings, and seeds.  Requires the Department of Health to adopt rules regarding the dispensing of cannabis propagules, cuttings, and seeds.  Effective 12/31/2050.  (SD1)

RELATING TO FOOD SUSTAINABILITY.

Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to update the State Agriculture Functional Plan to include other agricultural economic updates that expand the State's priority on food by increasing local food self-sufficiency and exports.  Requires the Governor to submit the updated plan to the Legislature prior to the Regular Session of 2025.  Effective 7/1/2050.  (SD1)

Makes technical changes to the statutory definitions of "agricultural enterprise lands" and "non-agricultural park lands" for clarification and consistency purposes.  (SD1)

Establishes the Healthy Soils program within the Department of Agriculture.  Appropriates funds. Requires an annual report to the Legislature. (SD2)

RELATING TO SUSTAINABLE FOOD SYSTEMS.

Establishes the sustainable food systems working group within the Department of Agriculture.  Requires the working group to submit an interagency food systems plan, any recommendations for implementing the plan, and any proposed legislation to the Legislature.  Appropriates funds to establish the working group and develop the plan and for an unspecified number of sustainability specialist positions within the Department of Agriculture.  Effective 7/1/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
