RELATING TO VALUE-ADDED PRODUCTS.

Establishes a food and product innovation network within the Agribusiness Development Corporation.  Appropriates moneys for food and product innovation facilities on the islands of Molokai and Oahu.  Effective 7/1/2050.  (SD1)

RELATING TO THE PROTECTION OF TARO.

Prohibits the Board of Land and Natural Resources from disturbing or acquiring for development certain wetland taro‑growing lands.  Establishes a taro lands classification for public lands.  Permits structures for loi taro fields in the agricultural district.  Establishes growth and perpetuation of traditional Hawaiian crops as a goal of the Hawaii State Planning Act.  Authorizes the Land Use Commission to create an inventory of taro lands and consult with former members of the Taro Security and Purity Task Force in the creation of the inventory.  Effective 7/1/2050.  (SD1)

RELATING TO AGRICULTURE.

Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee.  Imposes $10,000 fine for each separate offense of false labeling of Hawaii-grown roasted coffee.  Makes an appropriation for 1.0 FTE enforcement position.  Effective 7/1/2050.  (SD1)

RELATING TO COFFEE LABELING.

Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and inner packages and inner wrapping labels.  Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees.  Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.  Effective 7/1/2050.  (SD1)

Requires the University of Hawaii College of Tropical Agriculture and Human Resources, in consultation with livestock industry stakeholders, to conduct a study to assess the effects of heat stress on beef cattle during interisland ocean transportation.  Effective 7/1/2050.  (SD2)

RELATING TO MEAT AND POULTRY INSPECTION.

Requires the Department of Agriculture to establish, implement, and administer a meat and poultry inspection program.  Appropriates funds for the establishment, implementation, and administration of the program.  Effective 7/1/2050.  (SD1)

Status

RELATING TO MEAT PROCESSING.

Requires the Department of Agriculture, in collaboration with the Hawaii Interagency Council on Homelessness; Department of Land and Natural Resources, Division of Forestry and Wildlife; and Department of Health, Food Safety Branch; and in consultation with the County of Maui Axis Deer Task Force, to develop and implement a plan to expand the meat processing and distribution capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by nonprofit food distribution services by 7/1/2024.  Appropriates funds.  Takes effect 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
