A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the first SENATORIAL district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


PART I

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $87,330,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of financing capital improvement projects for the first senatorial district, as follows:

1.   To be expended by the department of education:

     A.   Earnest Bowden de Silva elementary school, Hawaii

          Plans, design, construction, equipment, and appurtenances for six classroom buildings.

          Plans and design                      $   180,000

          Construction                          $16,820,000

          Equipment and appurtenances            $ 1,000,000

               Total funding                    $18,000,000

     B.   Honokaa elementary school, Hawaii

          Plans, design, and construction of a covered play court, retaining wall, and covered walkway.

          Plans                                 $    45,000

          Design                                $   450,000

          Construction                          $ 4,005,000

               Total funding                    $ 4,500,000

     C.   Honokaa high school, Hawaii

          Plans, design, and construction of a retaining wall along Mamane street.

          Plans                                 $    20,000

          Design                                $   200,000

          Construction                          $10,000,000

               Total funding                    $10,220,000

     D.   Laupahoehoe community public charter school, Hawaii

          Plans, design, and construction for installation of a photovoltaic system to power the campus.

          Plans and design                       $   80,000

          Construction                           $  500,000

               Total funding                     $  580,000

2.   To be expended by the Hawaii health systems corporation:

     A.   Hilo medical center, Hawaii

          Plans, design, construction, equipment, and appurtenances for the Hilo medical center intensive care unit and medical-surgery unit expansions.

          Plans                                 $    30,000

          Construction                          $50,000,000

               Total funding                    $50,030,000

3.   To be expended by the University of Hawaii:

     A.   Imiloa astronomy center, Hawaii

          Plans, design, construction, and equipment for the redesign and renovation of the planetarium.

          Plans and design                      $    50,000

          Construction                          $ 3,450,000

          Equipment                             $   500,000

               Total funding                    $ 4,000,000

PART II

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $50,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of financing a capital improvement project for the first senatorial district, as follows:

1.   To be expended by the Hawaii health systems corporation:

     A.   Hilo medical center, Hawaii

          Construction for the Hilo medical center intensive care unit and medical-surgery unit expansions.

          Construction                          $50,000,000

               Total funding                    $50,000,000

PART III

     SECTION 3.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 4.  The sums appropriated shall be expended by the respective departments for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2023.
