A BILL FOR AN ACT

 

 

RELATING TO TELEWORK.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established the telework working group to evaluate and address current workplace issues of the State, including but not limited to:

     (1)  The use of telework to address long-term vacancies;

     (2)  The effect of telework on employee hiring and retention;

     (3)  The applicability and feasibility of telework to certain departments and positions;

     (4)  The lack of uniform telework management policies among state agencies; and

     (5)  The implementation of performance metrics to ensure that telework productivity matches in-office productivity.

     (b)  The working group shall consist of the following members or their designees:

     (1)  The director of human resources development, who shall serve as the chair of the working group;

     (2)  The attorney general;

     (3)  The director of labor and industrial relations;

     (4)  The director of the office of planning and sustainable development; and

     (5)  An exclusive representative of state employees participating in the State's telework program.

Working group members may recommend additional members with appropriate special expertise to the working group, for approval by the chair.

     (c)  The members of the working group shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.

     (d)  No member of the working group shall be subject to chapter 84, Hawaii Revised Statutes, solely because of the member's participation in the working group.

     (e)  The department of human resources development shall provide administrative and clerical support required by the working group.

     (f)  The working group shall be dissolved on June 30, 2025.

     SECTION 2.  (a)  The working group shall submit an interim report of its progress, findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.

     (b)  The working group shall submit a final report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2025.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the telework working group to carry out its duties pursuant to this Act.

     The sums appropriated shall be expended by the department of human resources development for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2050.
