HOUSE CONCURRENT

RESOLUTION

 

 

urging the department of facility maintenance of the city and county of honolulu to conduct an assessment and prepare and execute a plan to maintain manoa stream.

 

 

 


     WHEREAS, the City and County of Honolulu has not regularly performed periodic maintenance activities necessary on Manoa Stream to adequately address flood mitigation through vegetative management, debris removal, and streambed dredging at specific locations; and

 

     WHEREAS, Manoa Stream has a history of flood events, the most recent extensive event being the October 30, 2004, flood that caused over $80,000,000 in damage to 32 buildings on the University of Hawaii at Manoa campus; and

 

     WHEREAS, hundreds of thousands of historical maps, aerial photographs, and government documents along with numerous computers and servers were damaged or destroyed after water, up to eight feet deep, flooded the Hamilton Library ground floor, with floodwaters breaking through walls, toppling bookshelves, and overturning furniture; and

 

     WHEREAS, in the aftermath of this devastating flood, government entities committed to performing dredging activities of Manoa Stream twice per year from upstream of Kahaloa Drive bridge to downstream of Woodlawn Drive Bridge, the area historically most affected by flood events; and

 

     WHEREAS, an assessment of maintenance of the Manoa Stream is needed before preparing and executing a plan to maintain Manoa Stream to prevent flooding in the future; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the Senate concurring, that the Department of Facility Maintenance of the City and County of Honolulu is urged to conduct an assessment and prepare and execute a plan to maintain Manoa Stream; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director and Chief Engineer of the Department of Facility Maintenance of the City and County of Honolulu.
