A BILL FOR AN ACT

 

 

RELATING TO HOUSING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Kapaa public housing project, located in Kapaa, Kauai, was first occupied in 1966 and is owned and managed by the Hawaii public housing authority.  The Hawaii public housing authority has determined that, at fifty-seven years old, the project is at the end of its useful life and that it would be cost prohibitive to rehabilitate the eighteen single-story duplexes, which consist of thirty-six public housing units ranging from one, two, three, or four-bedroom units.  Moreover, the Hawaii public housing authority has determined that the 4.33-acre site has the potential to accommodate between eighty and one hundred fourteen units.

     The legislature further finds that the division of wastewater management for the county of Kauai department of public works confirmed that there is adequate water and wastewater infrastructure to accommodate one hundred fourteen housing units.  Due to the close proximity to the Bryan J. Baptiste sports complex, Kapaa middle school, historic Kapaa town, and Kauai bus transit station, this project is consistent with smart growth policies in the Kauai general plan.

     The purpose of this Act is to appropriate funds to plan and design up to one hundred fourteen units of affordable housing at the Kapaa public housing project in Kapaa, Kauai.  The proposed project would include the development of thirty-six replacement public housing units, and up to seventy-eight additional housing units consisting of a mix of supportive housing, affordable housing, and workforce housing.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the planning and design of up to one hundred fourteen housing units at the Kapaa public housing project site in Kapaa, Kauai, including the development of thirty-six replacement public housing units, and up to seventy-eight additional housing units consisting of a mix of supportive housing, affordable housing, and workforce housing.

     The sums appropriated shall be expended by the Hawaii public housing authority for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
