A BILL FOR AN ACT

 

 

RELATING TO EARLY INTERVENTION SERVICES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of health for administrative purposes an early intervention services working group.  The working group shall:

     (1)  Study and recommend ways to assist and support deaf and hard of hearing children, including best practices in early intervention services and education; and

     (2)  Develop strategies to implement those recommendations.

     (b)  The working group shall consist of the following members:

     (1)  A representative of the family health services division of the department of health, who shall be appointed by the director of health;

     (2)  A representative of the early intervention section of the department of health, who shall be appointed by the director of health;

     (3)  A representative of the department of human services, who shall be appointed by the director of human services;

     (4)  A representative of the university of Hawaii, who shall be appointed by the president of the university of Hawaii;

     (5)  A representative of the department of education, who shall be appointed by the superintendent of education;

     (6)  The chairperson of the senate standing committee on health and human services;

     (7)  The chairperson of the house of representatives standing committee on health and homelessness;

     (8)  The director of the executive office on early learning, or the director's designee;

     (9)  A representative of an entity that provides services to deaf or hard of hearing children, who shall be invited to participate by the governor; and

    (10)  A parent of a deaf or hard of hearing child under five years old who receives or has received early intervention services, who shall be invited to participate by the governor.

     The working group may invite other persons to participate on the working group.

     (c)  The working group shall select a chairperson from among its members.

     (d)  The members of the working group shall not be subject to chapter 84, Hawaii Revised Statutes, solely based on their participation on the working group.

     (e)  Members of the working group shall serve without compensation but shall be reimbursed for reasonable expenses, including travel expenses, necessary for the performance of their duties.

     (f)  The department of health shall provide administrative support to the working group.

     (g)  The working group shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 for expenses of the early intervention services working group.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on June 30, 3000.
