A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Eleventh REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $25,090,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the eleventh representative district, as follows:

1.   Kamalii elementary school, Maui

     Construction for the replacement of the Building C roof.

     Construction                   $320,000

          Total funding                       $320,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Kihei elementary school, Maui

     Design and equipment and appurtenances for the installation of a wireless public address system.

     Design                          $10,000

     Equipment                      $120,000

          Total funding                       $130,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Lokelani intermediate school, Maui

     Construction for the replacement of the gutters for several buildings.

     Construction                   $320,000

          Total funding                       $320,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Lokelani intermediate school, Maui

     Construction for the resurfacing of the parking lot.

     Construction                   $400,000

          Total funding                       $400,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Lokelani intermediate school, Maui

     Construction to paint fourteen portable classrooms.

     Construction                   $210,000

          Total funding                       $210,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Lokelani intermediate school, Maui

     Equipment and appurtenances for the installation of a new air-conditioning unit for E Building.

     Equipment                       $50,000

          Total funding                        $50,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Mitigation fencing for axis deer population, Maui

     Construction for mitigation fencing for the axis deer population.

     Construction                   $900,000

          Total funding                       $900,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

8.   Kūlanihākoi, Maui

     Construction for an R-1 water reservoir for Kūlanihākoi and Waipuilani.

     Construction                 $2,500,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

9.   TMK 3-9-001-012-0000, Maui

     Construction for rock wall repairs and storm mitigation for the state-owned parcel at TMK 3-9-001-012-0000.

     Construction                   $260,000

          Total funding                       $260,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

10.  Piilani highway, Maui

     Construction for a grade separated crossing on Piilani highway near Kūlanihākoi high school.

     Construction                $20,000,000

          Total funding                    $20,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
