RELATING TO NEGLIGENT HOMICIDE.

Makes it a class A felony for a person to cause the death of another while operating a vehicle in a negligent manner and under the influence of an intoxicant if the person has one or more convictions for operating a vehicle under the influence of an intoxicant within twenty years of the instant offense, a suspended and revoked license and privilege to operate a vehicle due to driving while under the influence of an intoxicant, or the person is a highly intoxicated driver.

RELATING TO PRETRIAL RELEASE.

Requires the court to extend the duration of a restraining order or protective order issued against a pretrial detainee if the detainee is granted a motion for pretrial release.

Allows obligees under a order solely for spousal support to elect to enforce the order pursuant to chapter 652, Hawaii Revised Statutes, rather than through the clerk of the court or the child support enforcement agency.

Provides that any electronic audio or visual recording of a board meeting shall be maintained as public record.

Repeals the definition of permanent resident for legislative reapportionment purposes.

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

Amends the scope of chapter 643F, HRS.  Limits to only the responding party on the applicable claim the requirement that discovery be suspended upon the filing of certain motions to dispose of a claim.

Prohibits juror exclusion based on gender identity or expression.

RELATING TO THE CHILDREN'S JUSTICE PROGRAM.

Updates the purpose of the children's justice program to include investigation and management of cases involving suspected or confirmed child sex trafficking, commercial sexual exploitation of children, other child maltreatment, and child witnesses to crime or violence.  Makes conforming amendments.
