RELATING TO ELECTIONS.

Requires the exterior of the envelope containing the ballot package to include instructions on how to obtain language translation services in Hawaiian and certain foreign languages.

RELATING TO COERCIVE CONTROL.

Adds litigation abuse to the factors a court may consider in finding that a person illegally abused, harmed, punished, or frightened another individual.

RELATING TO DOMESTIC ABUSE.

Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.

RELATING TO FAMILY COURT.

Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may arise to a tort claim.  Establishes procedures for the family court to follow when appointing a master to investigate a potential tort claim and when authorizing the filing of a tort claim on behalf of an injured child, including the opportunity for an injured child to obtain outside legal representation.

Identifies gender-based pricing as a deceptive trade practice.

MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM.

Appropriates funds to the Office of the Long-Term Care Ombudsman for 5.0 FTE ombudsman program specialist positions.

RELATING TO THE EARLY CHILDHOOD REGISTRY.

Requires the staff of licensed and registered early childhood programs to annually provide specific information to the Department of Human Services' Early Childhood Workforce Registry.  Requires a report to the Legislature.  Makes an appropriation.

SB 2810

      Status & Testimony

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property.  Requires a report to the legislature.  Exempts homeless service providers from civil and criminal liability that may result from the administration of homeless services.  Appropriates funds.

RELATING TO THE DEPARTMENT OF HUMAN SERVICES.

Appropriates funds for the operating budget of the department of human services for fiscal year 2022-2023.  Requires the Department of Human Services to make any and all efforts available each year to fully fund all programs relating to homelessness.

RELATING TO NONPROFIT ORGANIZATIONS.

Clarifies the GET exemption for unrelated trade or business activities of nonprofit organizations.
