Allows obligees under a order solely for spousal support to elect to enforce the order pursuant to chapters 651, 652, and 653, Hawaii Revised Statutes, rather than through the clerk of the court.  (SD1)

RELATING TO CHILD CARE GRANT PROGRAMS OF THE DEPARTMENT OF HUMAN SERVICES.

Renames the preschool grant program special fund as the child care grant program special fund.  Authorizes the child care grant program special fund to be used to give grants to child care facilities.  Adds federal funds as 1 of the funding sources for the child care grant program special fund.  Changes the legislative report due date for the preschool open doors special fund and child care grant program special fund from August 31 to 20 days prior to the convening of each regular session.  Removes the authority to expend moneys without an appropriation for the preschool open doors special fund and child care grant program special fund statutes to conform to section 5 of article VII of the Hawaii State Constitution.  Effective 7/1/2050.  (SD2)

Establishes the family resource centers pilot program within the Department of Human Services.  Establishes 1 full-time equivalent (1.0 FTE) family resource centers coordinator position.  Requires reports to the Legislature.  Appropriates moneys.  Effective 12/31/2050.  (SD2)

RELATING TO BACKGROUND CHECKS.

Authorizes the Department of Human Services to conduct comprehensive background checks on current and prospective employees, volunteers, and contractors, and a contractor's employees, agents, or volunteers, in positions that require them to be in close proximity to minors, young adults, or vulnerable adults who are receiving child welfare services, social services, or other benefits and services from the Department of Human Services intended to prevent abuse or neglect or assist youth aging out of foster care with obtaining and maintaining independent living skills.  Replaces the term "foster boarding home" in sections 321-11.2(d), 571-32.1, and 846 2.7(b)(8), Hawaii Revised Statutes, with "resource family homes", to conform to Act 133, Session Laws of Hawaii 2016.  Effective 12/31/2050.  (SD1)

RELATING TO MEDICAID PATIENT CARE.

Appropriates an unspecified amount of funds to provide for a one-time enhanced payment equal to 15% of Medicaid patient payments of fiscal year 2022-2023 to each nursing facility, community care foster family homes, and expanded adult residential care homes that are caring for Medicaid patients, to assist with pandemic-related costs and lost revenues.  Effective 7/1/2050.  (SD2)

RELATING TO ASTHMA.

Authorizes the department of education to offer optional asthma education instruction to students and provide asthma training to teachers and other department employees who interact with students.  Effective 7/1/2050.  (HD1)

RELATING TO PSYCHOLOGY.

Establishes interim licensure requirements for school psychologists to be administered by the Board of Psychology.  Requires all school psychologists to be licensed by January 1, 2023.  Increases the composition of the Board of Psychology to include two school psychologists.  Requires the Board of Psychology and the Department of Education to collaborate to determine a permanent licensing scheme for school psychologists in the State and to submit a report of their findings and recommendations to the Legislature.  (SD2)

RELATING TO OFFENDER REENTRY.

Establishes and appropriates funds for a program named Project Reset to help inmates secure post-release housing, in support of reentry, rehabilitation, and employment prospects.  Effective 7/1/2050.  (SD1)

Status

RELATING TO NOISE CONTROL.

Enhances the control of low-frequency noise emitted from establishments regulated by county liquor commissions by setting a maximum permissible noise level in dBC measurements.  Clarifies that emission of noise that exceeds the maximum permissible noise level constitutes a noise violation.  Allows noise violations to be enforced by summons or citation issued by law enforcement officers.  Allows county liquor commissions to adopt rules to issue fines for noise violation.  Allows county liquor commissions to revoke or suspend a liquor license; deny the application, renewal, or transfer of a license; or withhold issuance of a license when the licensee or applicant fails to take corrective action to address noise complaints or violations.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair will institute a two-minute per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
