Status

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property.  Requires a report to the legislature.  Exempts homeless service providers from civil and criminal liability that may result from the administration of homeless services.  Appropriates funds.

Status

RELATING TO IMPROVING ACCESS TO PSYCHIATRIC CARE FOR MEDICAID PATIENTS.

Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services delivered via telehealth through a behavioral health care manager who is present in a primary health care provider's office.

Status

MAKING AN APPROPRIATION FOR A KONA HOSPITAL SITE ASSESSMENT.

Appropriates moneys to the Hawaii Health Systems Corporation to conduct a site assessment to identify and evaluate viable locations for a new hospital site in North Kona on the island of Hawaii.

Status

RELATING TO HEALTH.

Authorizes state-licensed and credentialed physicians, advanced practice registered nurses, and physician assistants, who are not physically in the State, to issue prescriptions for certain controlled substances under a limited circumstance.  Authorizes pharmacies to dispense such prescriptions.

RELATING TO TELEPHONIC SERVICES.

Permits, but does not require, Medicaid, insurance providers, and health maintenance organizations to cover telephonic behavioral health services under certain circumstances.  Clarifies that telephonic services do not constitute telehealth.

RELATING TO HEALTH.

Requires the auditor to conduct a comprehensive study of managed care organizations that administer the medicaid program in the State.

RELATING TO HEALTHCARE PRECEPTORS.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors.  Includes the Director of Health on the Preceptor Credit Assurance Committee.

HB 2424

Status

RELATING TO CHILD WELFARE SERVICES.

Expands the investigative authority of the department of human services to include foster children with a pending adoption decree, foster children where an adoption decree has been issued but adoption has not yet taken place, children who are placed into legal guardianship and who receive permanency assistance payments, and adopted children who receive adoption assistance payments.  Establishes a crisis mobile outreach team pilot program to expand existing crisis response services.  Requires the department of human services to analyze and report on the impact of expanding home visits to families receiving adoption assistance or legal guardianship assistance and make a report to the legislature five years after the start of the program.  Appropriates funds for the pilot program, including for the hiring and training of staff.  Appropriates funds for additional case worker and support staff positions.  Appropriates funds for increased compensation for existing child welfare services case worker positions.

RELATING TO DENTAL ASSISTANTS.

Allows dental assistants to perform limited duties under general supervision of a dentist in public health settings.

RELATING TO BACKGROUND CHECKS.

Requires the scope of the background checks for certain individuals to include acts that the individuals committed during the age of majority.  Applies to certain individuals under the scope of contractual or employment obligations relating to minors and vulnerable adults.

Status

RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires insurers and mutual benefit societies to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.  Effective January 1, 2023.

Status

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the Department of Human Services to establish a neighbor islands blind and visually impaired service pilot program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands.  Requires the Department of Human Services to report to Legislature before the Regular Session of 2025.  Appropriates funds.  Repeals 06/30/2025.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to two-minutes.  This two-minute policy will be enforced to ensure fairness and adequate consideration to all bills.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
