RELATING TO AGRICULTURE.

Changes the law requiring all state departments to ensure that a certain percentage of food purchased consists of fresh, local agricultural products or local value-added, processed, agricultural, or food products to apply only to the DOE, DOH, PSD, DOD, and UH System.  Requires each of those departments and the UH System to report to the legislature on its progress toward meeting these benchmarks and clarifies the information to be reported.  Effective 7/1/2112.  (HD2)

RELATING TO ZERO EMISSION TRANSPORTATION.

Establishes a zero-emission vehicle rebate program within the public utilities commission to enable low- and moderate-income families greater access to zero-emission vehicles by providing a rebate on the point-of-sale purchase price of zero-emission vehicles.  Effective 7/1/2100.  (HD2)

RELATING TO CLIMATE CHANGE MITIGATION.

Requires all state building construction projects and state highway projects to use building and construction materials that seek to reduce their carbon footprint, where feasible and cost effective.  Effective 7/1/2100.  (HD1)

RELATING TO CLIMATE CHANGE IMPACTS ON HUMAN HEALTH.

Establishes and appropriates funds for a climate change and human health adaptation specialist within the department of health and related operating expenses.  Effective 7/1/2100.  (HD1)

RELATING TO RENEWABLE ENERGY.

Authorizes a county to impose an annual in-lieu fee on land or improvements on land that are actively used to produce or store renewable energy that is sold to an electric utility, under certain conditions.  Effective 7/1/2100.  (HD1)

Status

RELATING TO RECYCLING.

Changes the Electronic Waste and Television Recycling and Recovery Act to the Electronic Device Recycling and Recovery Act.  Establishes electronic device manufacturer recycling goals and record keeping and reporting requirements for manufacturers and collectors.  Requires collectors to register with the department of health.  Expands the recycling and collection requirements of televisions to all electronic devices.  Requires the electronic device recycling and recovery program to include, among other things, a description of the methods for the convenient collection of electronic devices.  Effective January 1, 2050.  (HD2)

RELATING TO ENVIRONMENTAL PROTECTION.

Bans the manufacture, sale, or distribution for sale or use of wraps and liners, plates, food boats, pizza boxes, and firefighting foams that contain perfluoroalkyl and polyfluoroalkyl substances.  Effective 7/1/2100.  (HD1)

RELATING TO THE ENVIRONMENT.

Prohibits lodging establishments from providing personal care products in small plastic bottles within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests.  Establishes fines and civil penalties.  (HD1)

Status

RELATING TO FINANCING.

Creates the environmental and economic development revolving loan fund under the administration of the Hawaii green infrastructure authority.  Allows property owners to finance qualifying improvements through a non-ad valorem property assessment.  Appropriates funds.  Effective 7/1/2100.  (HD2)

Status

RELATING TO ENERGY EFFICIENCY.

Requires and establishes deadlines for state facilities, except smaller facilities, to implement cost-effective energy efficiency measures.  Directs the Hawaii State Energy Office to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available.  Establishes a goal for the State to achieve at least thirty percent reduction in the electricity consumption of state facilities.  Beginning 7/1/2023, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project.  Effective 7/1/2100.  (HD1)

RELATING TO ENERGY EFFICIENCY.

Requires that public benefits fee administrator and utility rebates be used where available for state buildings and facilities.  Prioritizes building and facility appliances that meet the required standards to qualify for public benefits fee administrator rebates.

RELATING TO TAXATION.

Establishes a renewable fuels production tax credit.  Effective 7/1/2100.  (HD2)

RELATING TO ENERGY.

Establishes a refundable income tax credit to mitigate the effect of a carbon emissions tax on taxpayers.  Amends the environmental response, energy, and food security tax to address carbon emissions.  Effective 7/1/2100.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
