RELATING TO TRANSPORTATION.

Requires the director of transportation to adopt rules to require tour aircraft operators to report details of each flight taken by the tour aircraft operation on a monthly basis.  (HD1)

RELATING TO DRIVER'S LICENSES.

Extends the renewal period from two years to four years for licensees who are seventy-two years of age or older but younger than eighty years of age.  Effective 1/1/2050.  (HD1)

Status

RELATING TO INFORMATION TECHNOLOGY SERVICES.

Establishes a technology services consolidation working group, which shall develop a plan for the phased consolidation of all state executive branch information technology services and staff within five years, excluding those of the department of education, Hawaii health systems corporation, University of Hawaii, and office of Hawaiian affairs, under the office of enterprise technology services.  Requires the working group to recommend ways to attract high-quality information technology professionals to the State.  Dissolves the working group on 6/30/2023.  Effective 7/1/2050.  (HD1)

RELATING TO PUBLIC SAFETY.

Requires property owners of residential real property to disclose, as part of the mandatory seller disclosures in real estate transactions, whether the installed smoke alarm is in accordance with existing building or residential codes based on information provided by the state fire council.  Requires the state fire council to create and maintain an informational guide on approved smoke alarms that are in accordance with existing building or residential codes and post the guide on specified websites.  Effective 7/1/2050.  (HD1)

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Allows a landlord or the landlord's agent to charge an application screening fee to cover the costs of obtaining a tenant report or credit report for a potential tenant.  Requires landlords to refund any unused amount of the application screening fee and, upon request, provide a receipt for payment of the application screening fee.  Effective 7/1/2050.  (HD1)

RELATING TO VETERINARY MEDICINE.

Authorizes the Hawaii board of veterinary medicine to grant temporary courtesy and relief permits for out-of-state veterinarians.  Permits licensed veterinarians to practice veterinarian telemedicine.  Allows for international veterinary school graduates to qualify for the licensure examination.  Creates a permit surcharge.  Effective 7/1/2023.  (HD1)

Status

RELATING TO HEMP.

Eliminates or relaxes certain regulations of commercial hemp production and prohibits the State from requiring inspections or sampling of, or issuing violations or penalties to, hemp producers licensed by the United States Department of Agriculture that are following the United States Department of Agriculture's rules and protocols.  Amends the conditions under which licensed hemp producers may transport hemp within the State to be processed or to other grow areas.  Allows licensed hemp producers to sell hemp biomass directly to consumers via online platforms.  Requires the identity statement used for labeling or advertising any hemp product to identify the percentage of Hawaii grown or processed hemp products in all hemp products and, if those products are not from Hawaii, the origin of any hemp product.  Exempts certain processors of hemp from the requirement that they register with the department of health as hemp processors.  Extends the sunset date of Act 14, Session Laws of Hawaii 2020, which establishes the state hemp processors and commercial hemp production laws.  (HD1)

Status

RELATING TO CABARET LICENSES.

Prohibits the issuance of cabaret liquor licenses to premises located within an apartment mixed use subprecinct within a special improvement or special district in which the economy is primarily based on tourism.  Effective 7/1/2050.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
