A BILL FOR AN ACT

 

 

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.

     SECTION 2.  Vaccination is the primary intervention viewed as having the ability to dramatically decrease the health impacts of the COVID19 pandemic.  The overall impact of a vaccination program during a pandemic depends on how rapidly a viable vaccine becomes available; its effectiveness in preventing further disease spread; its supply; and the ability to allocate and administer it effectively and efficiently.

     In late 2019, the US Food and Drug Administration issued emergency use authorization of vaccines for the prevention of coronavirus disease 2019.  Significant logistical support is required for the department of health to manage the rapid distribution and dispensing of COVID-19 vaccines  However, the base budget of the department of health is unable to accommodate a full-scale deployment of the vaccination plan.

     Therefore, the purpose of this Act is to make an emergency appropriation for fiscal year 2020-2021 to provide funds for the department of health to implement the Hawaii COVID-19 vaccination plan.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2020-2021 for implementation of the State of Hawaii COVID-19 vaccination plan.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 4.  This Act shall take effect upon its approval.
