      Status & Testimony

RELATING TO HEALTH.

Requires medicaid and insurance coverage of ambulance services.  Authorizes medicaid programs, and requires private insurers, to pay for community paramedicine services provided by emergency medical technicians or paramedics.  Appropriates moneys for costs resulting from medicaid coverage of ambulance service and community paramedicine services provided by emergency medical technicians or paramedics.  Effective 7/1/2022.

RELATING TO STATE-LICENSED CARE FACILITIES.

Requires the department of health to post on its website, an easily understandable, searchable, and sortable list of all state-licensed care facilities with information on their licenses and inspections.  Requires that the list be updated within five days of any change in its information.

SB 1019

      Status & Testimony

RELATING TO BEHAVIORAL HEALTH AND HOMELESS SERVICES.

Establishes the state payor committee within the department of health to:  (1) establish uniform baseline performance metrics and evaluation standards for procurement contracts for services relating to behavioral health, substance abuse, and homelessness services; (2) establish uniform reimbursement rates for such  contracts; and (3) review and recommend approval for such contracts.  Requires that such contracts be reviewed by the Committee prior to approval, initiation, continuation, or renewal beginning 7/1/21.  Requires nongovernmental entities that contract for services relating to behavioral health, substance abuse, or homelessness services to disclose any sources of funding to perform such services.

Provides flexibility to deploy statewide language access programs and resources.

RELATING TO HEALTH.

Requires courts and administrative panels, in certain proceedings regarding whether a person is dangerous to self or others, to consider the statements of the person's parents.  Clarifies that a parent who does not reside with a respondent is still a "family member" who may petition for the respondent's entrance into an outpatient treatment program for substance abuse.
