RELATING TO DOMESTIC VIOLENCE. Establishes a petty misdemeanor offense of abuse of family or household members and penalties. Allows a deferred acceptance of guilty or no contest plea in misdemeanor and petty misdemeanor abuse offenses of abuse of family or household members. Requires the judiciary to submit annual reports to the legislature on the number and outcome of abuse of family or household members cases. Sunsets 6/30/2025. Effective 12/31/2059. (HD1)

RELATING TO AGRICULTURAL BUILDINGS. Grants county agencies the right to enter property to investigate agricultural buildings, structures, and appurtenances for violations of and compliance with building permit and building code exemption requirements. Effective 7/1/2050. (HD1)

RELATING TO EMPLOYMENT PRACTICES. Prohibits an employer from requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault. Prohibits an employer from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. Effective 1/1/2050. (HD1)

RELATING TO IGNITION INTERLOCK DEVICES. Establishes a system of graduated penalties for violations of the ignition interlock law. Requires proof of compliance with the ignition interlock law to be eligible to apply for a driver's license. Requires consecutive terms of imprisonment for anyone convicted as a repeat or habitual offender if arising from same conduct as conviction for operating a vehicle without an interlock ignition device. Requires any person operating a vehicle with an ignition interlock to have valid government-issued photo identification in immediate possession. Expands the lookback period under provisions relating to ignition interlock requirements from five to ten years. Amends the sentencing guideline to be between six months and one year. Expands the offense of circumventing or tampering with an ignition interlock to include obscuring the camera lens. Effective 7/1/2050. (HD1)

RELATING TO BOARD MEMBERS. Proposed HD1: Permits 2 or more members of a board to attend state of the city, state of the county, state of the State, or state of the judiciary addresses; provided that the board members do not discuss board business and no commitment to vote is made or sought. Authorizes boards to exclude the public from the meeting locations where board members are physically present if the board meetings are held by interactive conference technology during a state of emergency due to a contagious illness.
