RELATING TO BEGINNING FARMER TRAINING. Establishes a 5-year beginning farmer training program to be administered by the Department of Agriculture. Appropriates moneys.

RELATING TO A FOOD HUB PILOT PROGRAM. Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding by qualified applicants wishing to establish or expand a food hub. Requires reports to the Legislature. Appropriates funds.

RELATING TO SUSTAINABLE AGRICULTURE. Establishes a cover crop reimbursement pilot program to provide up to 100% cost reimbursement to farming operations in the State for acquiring cover crop seeds or green manure. Establishes a cover crop reimbursement pilot program manager position within the Department of Agriculture to administer the program. Requires a report to the Legislature. Appropriates funds.

RELATING TO LITTLE FIRE ANTS. Requires the use of best practices, as identified by DOA and Hawaii Ant Lab, for the treatment of little fire ants by pest control operators. Authorizes DOA and the pest control board to adopt rules to carry out the requirement. Requires DOA and the pest control board to post any rules and best practices on their respective websites.

RELATING TO COFFEE BERRY BORER. Extends the sunset date for the Coffee Berry Borer Pesticide Subsidy Program until June 30, 2025, for the purchase of pesticides containing Beauveria bassiana to combat the coffee berry borer. Extends the program manager position to June 30, 2026. Appropriates funds.

RELATING TO BIOSECURITY. Establishes the Invasive Species Rapid Response Trust Fund for rapid responses to invasive species emergencies. Requires the Invasive Species Council to include an accounting of moneys expended in its annual report to the Legislature. Appropriates funds.

RELATING TO THE ENVIRONMENT. Authorizes the agricultural development and food security special fund to be used to award grants to individuals proposing to engage in afforestation, reforestation, soil carbon sequestration, or local organic plant food production in the State. Requires the department of agriculture to submit a listing of grants and amounts granted to persons who engaged in afforestation, reforestation, soil carbon sequestration, or local organic plant food production in the State.
