RELATING TO MARIJUANA.

Decriminalizes certain offenses relating to marijuana and establishes a schedule of monetary fines for violations.  Changes statutory references from "marijuana" to "cannabis."  Provides for the dismissal of charges and expungement of criminal records based solely on cannabis offenses.  Establishes the cannabis evaluation working group.  Requires a report to the Legislature.

RELATING TO FOOD DONATION.

Allows the Hawaii Public Housing Authority (HPHA) to evict a tenant convicted of a misdemeanor or felony committed during the term of the tenancy and related to the HPHA's property or funds or its employees and their property.  (HB699 HD1)

RELATING TO THE LANDLORD-TENANT CODE.

RELATING TO NONPROFIT CORPORATIONS.

Prohibits purchase of its own memberships by a public benefit corporation.  Clarifies functions, duties, and composition of nonprofit boards of directors.  Permits boards to take action without a meeting through electronic means.  Clarifies time limits for notice to the Attorney General for oversight purposes.  (HB944 HD1)

RELATING TO CHARITABLE ORGANIZATIONS.

Clarifies requirements for submission of financial reports by professional solicitors and commercial co-venturers that raise funds for a charitable organization.  Eliminates audit report requirements for charitable organizations not otherwise subject to audit requirements.  Conforms language to that used by the Internal Revenue Service and other statutes.  (HB945 HD1)

Prohibits a merchant in the State from adopting a warranty policy that requires a purchaser to pay an additional fee to obtain a repair, replacement, or refund for goods returned pursuant to the warranty.  (HB68 HD1)

RELATING TO LIQUOR LAWS.

Repeals requirement that there be attached a clear and legible notice, placard, or marker upon the faucet, spigot, or outlet wherefrom the draught beer is drawn.  Requires rules adopted by the counties related to stacking of beer to refer to a standard serving of total volume that shall not exceed thirty-two ounces of total volume before a customer at any one time.  (HB1172 HD1)

RELATING TO THE STATE CAPITOL.

Provides the President of the Senate and the Speaker of the House of Representatives the authority to jointly allocate and assign for occupation non-metered parking stalls and all office space at the state capitol except the fifth floor.  Provides the Governor the authority to allocate office space on the fifth floor of the state capitol.
