Bans the sale of flavored tobacco products except for menthol or mentholated products.  Prohibits mislabeling of e-liquid products containing nicotine.  Establishes fines and penalties for violations.  Effective 7/1/2050.  (HB276 HD1)

RELATING TO HEALTH.

Prohibits the shipment of tobacco products, and the transport of tobacco products ordered or purchased through a remote sale, to anyone other than a licensee.  Increases the license fee for wholesalers or dealers and the retail tobacco permit fee.  Increases the excise tax for each cigarette sold, used, or possessed by a wholesaler or dealer.  Increases the excise tax on the wholesale price of each article or item of tobacco products sold by the wholesaler or dealer.  (HB387 HD1)

Defines digital media account.  Prohibits contracts that prohibit, limit, or restrict the transfer of a digital media account upon the account holder's death, and provides for the transfer of a decedent's digital media account to a devisee or heir.

RELATING TO ATHLETE AGENTS.

Adopts the Revised Uniform Athlete Agents Act.  Expands the definition of "athlete agent" to include individuals who, for compensation, serve a student athlete as a financial advisor or business manager.  Requires reciprocity for athlete agents who are registered in more than one state.  Strengthens requirements for athlete agent contracts.  Strengthens requirements under which athlete agents shall notify the student athlete's educational institution.  (HB66 HD1)
