RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO KUNOA CATTLE COMPANY, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Kunoa Cattle Company, LLC, to fund the construction of a multi-species livestock farm, expansion of the slaughter and processing infrastructure, development of distribution assets and agritourism services, and expanding renewable energy assets.

Requires the department of health, in collaboration with the department of transportation, to conduct a study on the impact of aviation noise on residents of the Puna district and surrounding areas of the Hawaii Volcanoes National Park.  Appropriates funds to the department of health to conduct the study.  (SD1)

RELATING TO AGRICULTURAL ENTERPRISES.

Establishes a new agricultural enterprise program within the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture.  Creates two new positions to implement the program.  Establishes the agricultural enterprise special fund.  Makes an appropriation.  Takes effect 7/1/2025.  (SD1)

RELATING TO FOOD SUSTAINABILITY.

Requires the department of agriculture, in coordination with the office of planning and department of land and natural resources, to prepare and periodically update a functional plan for seafood sustainability that expands the State's priority on food by including wild seafood as a viable food source.  Makes an appropriation.  (SD1)

RELATING TO THE GENERAL EXCISE TAX.

Exempts gross receipts from the sale of mobility enhancing equipment, durable medical equipment, prosthetic devices, prescription drugs sold pursuant to a doctor's prescription, diabetic supplies, medical oxygen, and human blood and its derivatives from the general excise tax.  Amends the definition of "prosthetic device" to include devices worn on the body.  Amends the definition of "prescription drugs".  (SD1)

RELATING TO THIRD PARTY ADMINISTRATORS.

Encourages disclosure of contracts between insurers and third party administrators to potential insureds and the insurance commissioner.  Promotes the financial responsibility of third party administrators.  Regulates third party administrators' practices.  Governs the qualifications and procedures for the licensing of third party administrators.  Effective 1/1/2019.  (SD1)

Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions.  Specifies various consumer protection requirements for small dollar loans.  Beginning January 1, 2019, requires licensure for small dollar lenders that offer small dollar loans to consumers.  Specifies licensing requirements for small dollar lenders.  (SD1)

RELATING TO PUBLIC SCHOOLS.

Requires the City and County of Honolulu to transfer to the Department of Education all property upon which a public elementary or intermediate school is situated.  Gives the Department of Education power to acquire and hold title to real, personal, or mixed property for use for public educational purposes.  Requires legislative approval prior to the sale or gift of lands to which the Department of Education holds title.  (SD1)

Requires the department of education to create a comprehensive plan to establish alternative learning centers in each school complex area in the State.  Requires the department of education to submit the plan to the legislature prior to the regular session of 2019.

RELATING TO EDUCATION.

Requires the department of education to ensure that all classroom doors have interior locks installed by January 1, 2019, and intercom systems installed by January 1, 2020.  Mandates that all schools have emergency management plans that are updated yearly and include annual mandatory emergency preparedness orientations and training.  Requires emergency preparedness training for all teachers and school staff as well as emergency practice drills at every school, some of which must be during inopportune times of the school day.  (SD1)

RELATING TO TOURISM.

Renames the convention center enterprise special fund as the convention center operations and maintenance special fund and repeals the allocation of TAT revenues to that fund, and amends the allowable uses of that fund. Defines administrative expenses as used in section 201B-11(c), HRS, as office equipment, salaries, and supplies.  Redistributes transient accommodations tax revenue from the Hawaii tourism authority to different state agencies for certain purposes.  (SD1)

Clarifies that the transient accommodations tax shall be calculated based on the gross rental.  Specifies that the transient accommodations tax is to be collected from operators or transient accommodations intermediaries that collect whole or partial payment for transient accommodations.  Applies to taxable years beginning after December 31, 2018.  (SD1)
