Broadens the scope of the Early Learning Program to include early childhood development.  Expands the function of the Early Learning Board beyond an advisory capacity and amends the composition and powers of some board members.  Allows the Early Learning Board to appoint the director of the Executive Office on Early Learning.  Effective 7/1/2051.  (SD1)

RELATING TO TEACHER INCENTIVES.

Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds.  Requires, beginning with fiscal year 2018-2019, that such bonuses be separate line items in the budget.  Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.

RELATING TO THE UNIVERSITY OF HAWAII ACCOUNTING AND FINANCIAL MANAGEMENT SYSTEM.

Reinstates the authority of the University of Hawaii System to maintain a separate accounting and financial management system that is compatible with the State of Hawaii accounting and financial system.  (SD1)
