RELATING TO EARLY LEARNING. Broadens the scope of the Early Learning Program to include early childhood development. Expands the function of the Early Learning Board beyond an advisory capacity and amends the composition and powers of some board members. RELATING TO PUBLIC PREKINDERGARTEN PROGRAMS. Authorizes the Executive Office on Early Learning and State Public Charter School Commission to enter into a memorandum of understanding to administer charter school prekindergarten classrooms. Appropriates moneys to continue funding of public prekindergarten classrooms. Effective 7/1/2051. (SD1)

RELATING TO TEACHER INCENTIVES. Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Requires, beginning with fiscal year 2018-2019, that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Appropriates moneys from the general fund for two specialist II positions within the Hawaii Teacher Standards Board. (HB492 HD2)

RELATING TO THE DEPARTMENT OF EDUCATION. Establishes a Mark Licensing Agreement Program within the Department of Education and authorizes the Department of Education to register trademarks and service marks for department programs and individual department schools and enter into licensing agreements for their use. RELATING TO PUBLIC SCHOOLS. Requires the City and County of Honolulu to transfer to the Department of Land and Natural Resources all property upon which a public school is situated. Extends the twenty-first century schools pilot program by an additional five years. Effective 7/1/2051. (SD1)
