RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION. Amends the membership, mission, and purpose of the King Kamehameha Celebration Commission. Authorizes the Chairperson to appoint an advisory committee for historical and archival matters. Authorizes the Commission to appoint an Executive Director. Creates the King Kamehameha celebration special fund. Makes an appropriation.

RELATING TO THE HAWAIIAN LANGUAGE. Requires all newly created, replaced, or reprinted state and county letterheads, documents, symbols, and emblems to include accurate, appropriate, and authentic Hawaiian names and language. Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation. (SD1)

RELATING TO THE HOUSING CHOICE VOUCHER PROGRAM. Prohibits any county from disqualifying a legal nonconforming dwelling unit from the housing choice voucher program if the unit meets zoning and building code requirements and other program standards such as health and safety standards.

RELATING TO MOBILE CLINICS. Appropriates funds for establishing, staffing, and operating two mobile clinics to serve the homeless population.

RELATING TO COUNTIES. Allows the counties to make short term investments with similar authority as the state director of finance. Requires counties' investments in bonds of any improvement district to be of investment grade or supported by the general obligation pledge of the county in which the improvement district is located.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE CITY AND COUNTY OF HONOLULU. Appropriates moneys to the Department of the Prosecuting Attorney of the City and County of Honolulu for the career criminal prosecution unit.

MAKING AN APPROPRIATION TO THE OFFICE OF THE PROSECUTING ATTORNEY FOR HAWAII COUNTY. Appropriates funds as a grant-in-aid to the Office of the Prosecuting Attorney for Hawaii County Career Criminal Prosecution Unit.

RELATING TO EXEMPTIONS FROM REGISTRATION FEES. Repeals requirement that a disabled veteran be in receipt of disability retirement pay in order to be exempt from the payment of annual vehicle registration fees.

Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment operating on roads between Sand Island parkway and Sand Island access road. RELATING TO PUBLIC REAL PROPERTY. Establishes a temporary program to clean up state real property after the departure of persons who have illegally camped or lodged on state real property. Requires the Governor to designate the state executive department responsible for the program. Establishes a temporary sheriff patrol program to enforce laws against illegally camping, trespassing, or being present on state real property. Makes appropriations.

RELATING TO LABOR. Authorizes the Director of Labor and Industrial Relations or the Director's designee to issue a stop-work order to an employer, until the employer complies with Chapter 388, Hawaii Revised Statutes, relating to the payment of wages and other compensation.

RELATING TO ENHANCED 911 SERVICES. Establishes a prepaid wireless E911 surcharge of 1.5 per cent of prepaid wireless service purchased at the point of sale. Allows sellers to deduct and retain 3 per cent of the surcharge that is collected for administrative purposes. Requires the amounts collected by the Enhanced 911 Board to be placed in the Enhanced 911 Fund. Effective on July 1, 2018. (SD1)

RELATING TO CRIMINAL HISTORY RECORD CHECKS. Adds the child support enforcement agency and the departments of taxation, human services, and labor and industrial relations to the list of agencies that are authorized to conduct criminal history record checks on employees, prospective employees, and contractors, if applicable, who have access to federal tax information. Takes effect on 1/7/2059. (SD1)

RELATING TO CIVIL SERVICE EXEMPTION FOR THE MEDICAL MARIJUANA DISPENSARY PROGRAM. Extends exemption from civil service for medical marijuana dispensary program staff in the Department of Health hired after July 1, 2015, to June 30, 2020. Takes effect 6/30/2017. (SD1)

RELATING TO THE DISPOSITION OF EXCESS GENERAL FUNDS AUTHORIZED UNDER ARTICLE VII, SECTION 6, OF THE CONSTITUTION OF THE STATE OF HAWAII. Implements the state constitutional amendment of Senate Bill No. 2554 of the Regular Session of 2016 that authorizes the disposition of excess general fund revenues to pre-pay general obligation bond debt service or pension or other post-employment benefit liabilities. Takes effect 1/7/2059. (SD1)

RELATING TO STATE FUNDS. Makes appropriations for the pre-payment of the accrued pension liability and other post-employment benefits liability of the State. Makes an appropriation to the emergency and budget reserve fund. States the intent that this Act is intended to comply with the mandate of Article VII, Section 6, of the Hawaii Constitution regarding the disposition of excess general fund revenues.
