RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to submit the report to the clerk of each house, senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library.  Requires a public hearing or informational briefing within one year of receipt of report, except if waived by the senate president or speaker of the house of representatives.  Excludes certain routine reports.

RELATING TO SMALL BUSINESS.

Establishes and defines a three-year small business assistance initiative and its parts within the state procurement office to develop an effective small business state contracting program.  Establishes a small business assistance coordinator position, small business office, and small business advisory group as part of the initiative.  Appropriates funds for the administration and operation of the initiative.  Repeals the initiative on June 30, 2020.

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM.

Amends the definition of "community-based organization."  Amends the qualifications for community-based economic development grants to include technical assistance to community-based organizations.  Reduces the number of Community-based Economic Development Advisory Council members from twelve to ten.

Expands methods for the delivery of funding to projects under the Hawaii community-based economic development technical and financial assistance program by providing loans to capitalize a qualified community development entity.  Removes the cap on loan amounts and terms under the program.  (SD1)

Establishes the research and technology grant program within the high technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects.  Establishes program guidelines and eligibility criteria for research and technology companies.  Requires eligible projects to foster science, technology, engineering, and mathematics education at the K-12 or university levels.  Appropriates funds to the program.

Changes the name of the High Technology Development Corporation to the Hawaii Technology Development Corporation.  Changes all references in Chapter 201M, Hawaii Revised Statutes, from "high technology" to "technology."  Repeals the Hawaii Software Service Center established within the High Technology Development Corporation.  (SD1)

RELATING TO RENEWABLE FUELS TAX CREDIT.

Replaces the Department of Business, Economic Development, and Tourism requirements related to the certification, administration and verification of the renewable fuels production tax credit with a survey.  (SD1)

RELATING TO THE SMALL BUSINESS REGULATORY FLEXIBILITY ACT.

Adopt a more explicit definition of "small business," clarify the powers of the Small Business Regulatory Review Board, increase the number of board members from nine to eleven, and clarify when reporting by the agencies is required for submission to the board and for submission by the board to the Legislature.

RELATING TO ELECTIONS.

Provides that the submission of a voter registration application either to register to vote or update the voter's registration information constitutes a request for permanent absentee voter status unless the applicant specifically indicates the applicant does not wish to be a permanent absentee voter.  Takes effect on 1/7/2059.  (SD1)
