Establishes a pilot program where candidates for promotion to supervisor or professional positions can shadow supervisors and professionals and receive supervisory and leadership training.  Appropriates funds.  Takes effect 1/7/2059.  (SD2)

RELATING TO THE UNIFORM EMPLOYEE AND STUDENT ONLINE PRIVACY PROTECTION ACT.

Adopts uniform laws on protecting the online accounts of employees, applicants, students, and prospective students from employers and educational institutions, respectively.  Takes effect 1/7/2059.  (SD2)

RELATING TO AN AIRPORT CORPORATION.

Authorizes the establishment of the Hawaii Airport Corporation within the Department of Transportation for administrative purposes on July 1, 2018.  Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airport Corporation.  Transfers the aeronautics functions of the Department of Transportation to the Hawaii Airport Authority.  (SB658 HD1)

RELATING TO RETIREMENT.

Reduces the percentage of average final compensation used to calculate the retirement allowance for a member who first earned credited service as a judge after June 30, 2017, to two per cent.  Effective 7/1/2050.  (SD2)

RELATING TO GOVERNMENTAL RETENTION OF ATTORNEYS.

Revises the Division of Financial Institution's exemption from the general prohibition against departmental employment or retention of attorneys by removing the reference to mortgage loan recovery fund actions.  (SB948 HD1)

RELATING TO PROCUREMENT.

Exempts from disqualification or rejection a bid that includes a listed subcontractor whose license is not valid at the time of the bid due to a lapse in continuous insurance and bond coverages if the subcontractor meets certain conditions.  Requires procurement officers to report any unlicensed activity at the time of the bid to the contractors license board.  (SD1)

RELATING TO HOUSING.

Allows the terms of collective bargaining agreements and associated provisions to be deemed the prevailing wages and terms serving as the basis of compliance with chapter 104, Hawaii Revised Statutes, for the construction of certain rental housing projects.  Expands the types of rental housing projects that can be exempt from general excise taxes.  (SB1105 HD1)

RELATING TO RESIDENCE REQUIREMENTS FOR APPOINTED OFFICERS.

Provides an exemption to the one-year residency requirement for appointment to a county chief of police position.  Takes effect on 1/7/2059.  (SD1)
