RELATING TO HOMELESSNESS. Appropriates funds to the department of human services to study the impact and feasibility of creating an integrated database of certain information related to homeless individuals for providers of homeless services.

RELATING TO MOBILE CLINICS. Appropriates funds for establishing, staffing, and operating two mobile clinics to serve the homeless population.

RELATING TO CHILD CARE FACILITIES. Requires the department of human services to post its inspection records of child care facilities on a public website and submit an annual report to the legislature of certain information from inspection records related to child care facilities.

RELATING TO CHILD CARE PROVIDERS. Requires child care providers licensed or registered by the department of human services to obtain and maintain liability insurance coverage.

RELATING TO HUMAN SERVICES. Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services.

RELATING TO HUMAN SERVICES. Strengthens the safe sleep policy for child care facilities for children less than one year of age, including requiring placement of children on their backs for sleeping and establishing notice and annual training requirements; requires such facilities to report death of such a child to DHS.

RELATING TO PRESCHOOL OPEN DOORS PROGRAM. Expands the qualifying age for the preschool open doors program to children four years old and younger.

RELATING TO EDUCATION. Reestablishes eligibility for the preschool open doors program to 3- and 4-year-old children and for children in the year prior to entering kindergarten.

RELATING TO CHILD PROTECTION. Specifies certain rights of a parent or guardian after the department of human services receives a report concerning child abuse or neglect. Requires written notice to be provided to a parent or guardian at the time of any initial face-to-face-contact with a child's parent or guardian regarding reported child abuse or neglect.

RELATING TO ORDERS FOR IMMEDIATE PROTECTION. Requires a finding of substantial evidence that a vulnerable adult has incurred abuse or is in danger of abuse prior to the issuance of an order for immediate protection when the vulnerable adult is living at home with a prognosis of six months or less to live.

RELATING TO THE ELDERLY. Makes financial exploitation of an elder by a caregiver a class felony. Defines "caregiver", "elder", and "financial exploitation".

RELATING TO HUMAN SERVICES. Appropriates funds to the department of human services to create one full-time program specialist position within the adult protective and community services branch to oversee the foster grandparent program and senior companion programs in Maui county.

RELATING TO DOMESTIC VIOLENCE. Removes redundant investigating and reporting requirements of the Department of Human Services and the family courts in cases where temporary restraining orders are sought for alleged domestic abuse involving a family or household member who is a minor or incapacitated person.
