MAKING AN APPROPRIATION FOR UNMANNED AERIAL SYSTEM TECHNOLOGIES. Appropriates funds to advocate, promote, and manage development, testing, and evaluation of unmanned aerial systems.

RELATING TO GENERAL OBLIGATION BONDS. Prohibits the issuance of GO bonds to finance the repair and maintenance of a capital asset with a depreciable life of less than 10 years from the date the asset was first placed into service. Authorizes only cash appropriations or the issuance of bonds other than GO bonds to finance the repair and maintenance of a capital asset with a depreciable life of less than 10 years from the date the asset was first placed into service. Requires the Director of Finance to set a maturity date of not more than 10 years when issuing GO bonds to finance the repair and maintenance of a capital asset with a depreciable life of 10 years or more from the date the asset was first placed into service.

RELATING TO EDUCATION. Creates and appropriates funds for Erin's Law Task Force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, and report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age appropriate curricula.

RELATING TO SIDEWALKS. Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.

RELATING TO CONCESSIONS. Makes subsequent amendments to concession documents subject to sealed bidding requirements. Clarifies that the grant of concession or concession space shall not exceed fifteen years of a remaining term plus any agreed extension of the term. Removes the limitations on the types of airport concessions that are exempt from the public bidding requirements.

RELATING TO TAXATION. Replaces the state vehicle weight tax with a tax based on the assessed value of a vehicle.

RELATING TO SPECIAL DUTY FOR DEPUTY SHERIFFS. Requires the Department of Public Safety to develop policy and procedures to govern the processing of requests from deputy sheriffs performing special duty and to establish a compensation schedule for law enforcement services provided by deputy sheriffs performing special duty.

RELATING TO IDENTIFICATION. Requires the Department of Public Safety in collaboration with county and state agencies and, upon request of the inmate, to issue civil identification cards to inmates and to assist inmate in obtaining the inmate's birth certificate, social security card, and other relevant identification necessary for successful reentry into society.

RELATING TO CONSTRUCTION CONTRACTS. Requires the State Procurement Office, in conjunction with DOE, UH, DOT, and DAGS, to conduct an analysis and review of the Hawaii Public Procurement Code, specifically with regard to the awarding of construction contracts. Appropriates an unspecified amount of funds for the analysis and review.

RELATING TO MEMORIALS. Appropriates funds for the planning and design of a memorial to honor service members of the recent conflicts in the Persian Gulf, Iraq, Afghanistan, and the various theaters of the Global War on Terrorism, to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans cemeteries statewide.

RELATING TO FILIPINO VETERANS BURIAL ASSISTANCE. Appropriates funds for burial grants for qualifying Filipino-American veterans to provide funeral and burial services and transportation of their remains to the Philippines.

RELATING TO INSURANCE. Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on annual net premium revenues and net health care expenditures. Requires approval of reinsurer.

RELATING TO LIQUOR. Amends statutory language on liquor license application and operating procedures for clarity.

RELATING TO CONDOMINIUM ASSOCIATIONS. Authorizes use of the condominium education trust fund to pay for arbitration of condominium disputes. Provides that use of trust fund moneys to pay arbitrator's fees shall only be allowed if parties agree to binding arbitration and rescind their rights to trial de novo. Provides penalties for noncompliance.

RELATING TO ENERGY. Extends the sunset date of the Alternative Energy Research and Development Pilot Program to June 30, 2019. Appropriates funds for the Program.

RELATING TO ENERGY EFFICIENCY. Requires the Department of Accounting and General Services to conduct a building energy efficiency pilot program. Requires all state buildings built or renovated after July 1, 2020, to incorporate certain energy efficient practices. Appropriates funds.

RELATING TO ENERGY TRAINING. Requires the establishment of energy systems and technology training courses for state and county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology. Appropriates funds.

RELATING TO CLIMATE CHANGE. Establishes the Carbon Farming Task Force within the Office of Planning to identify agricultural practices to improve soil health and promote carbon sequestration in the State's agricultural and aquacultural sectors. Appropriates funds.

RELATING TO THE ELECTRONIC DEVICE RECYCLING FUND. Authorizes the Director of Health to expend moneys to support county electronics recycling collection. Makes an appropriation to reimburse the counties of Hawaii, Kauai, and Maui for expenses incurred during 2015 and 2016 related to the collection services associated with handling and collecting electronic devices for recycling.

RELATING TO TAXATION. Phases out the county allocation of transient accommodations tax revenues over a 3-year period. Implements new income tax brackets and rates over a 3-year period. Doubles the amount of the personal exemption. Places limitations on claims for itemized tax deductions.

RELATING TO TAXATION. Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services. Ensures that the subject property is in compliance with applicable land use laws. Allocates $1,000,000 of TAT revenues to each county for FY 2017-2018 to comply and enforce county ordinances regulating transient vacation rentals. Creates a surcharge tax on transient accommodation brokers. Sunsets on 12/31/2022.
