RELATING TO HEAT ABATEMENT. Authorizes the DOE and B&F to borrow moneys from the Hawaii green infrastructure loan program for heat abatement measures at public schools. Appropriates general funds to make an initial repayment to the Hawaii green infrastructure special fund.

RELATING TO COMPOSTING. Authorizes the Department of Agriculture to issue grants to establish a composting grant pilot project in DOE schools. Establishes a composting grant pilot project working group. Requires report to legislature. Appropriates funds.

RELATING TO ENERGY EFFICIENCY. Requires the Department of Business, Economic Development, and Tourism to convene a working group to develop standards for reporting energy consumption to facilitate comparisons of energy consumption and costs by consumers and home buyers.

RELATING TO GREEN INFRASTRUCTURE. Establishes the Clean Energy Savings Jump Start Program, Clean Energy Savings Jump Start Fund, and Energy Storage System Rebate Program. RELATING TO KEKAHA KAI STATE PARK. Appropriates funds for the employment of lifeguards and for life-saving equipment at Kua Bay.

RELATING TO OCEAN MANAGEMENT. Establishes the Papahanaumokuakea Marine National Monument Program within DLNR-DAR to coordinate and fulfill the State's co-management role with federal authorities. Establishes a goal of effective management of thirty per cent of nearshore waters by 2030 under the Coastal Zone Management Program.

RELATING TO COMMUNITY-BASED SUBSISTENCE FISHING AREAS. Establishes a goal for the Department of Land and Natural Resources to designate and adopt rules for the management of no fewer than five community-based subsistence fishing areas by December 31, 2025. Establishes designation process and rule requirements.

RELATING TO COLLECTIVE BARGAINING. Makes OHA employees subject to civil service and collective bargaining rights. Gives OHA voting rights as a public employer.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Reduces the minimum Hawaiian blood quantum requirement of certain successors to lessees of Hawaiian home lands from one-quarter to one thirty-second.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
