RELATING TO CONDOMINIUMS. Enables condominium associations to adopt rules and regulations that require unit owners to prohibit smoking inside a condominium unit as part of a lease agreement.

RELATING TO INDUSTRIAL HEMP. Amends the licensing procedures of the industrial hemp pilot program by allowing applicants to apply for a license at any time during the year in which the applicant plans to grow industrial hemp.

RELATING TO WHEELING. Requires the Public Utilities Commission to explore the feasibility of implementing retail wheeling in Hawaii. Requires the Commission to report on the status of the investigation and the status of the implementation of retail wheeling annually until the implementation is complete. (HB152 HD1)

RELATING TO FORECLOSURES. Requires every public notice of a public sale of mortgaged property to be published 3 times in a newspaper and on a state website.

RELATING TO PUBLIC ACCOUNTANCY. Makes a housekeeping amendment to broaden the standards that peer review reports under section 466-36, HRS, must be performed in accordance with.

RELATING TO AGRICULTURE. Repeals the requirement that the DOA must: (1) grant permission prior to the removal of eggs from any dock or landing; and (2) certify that eggs contained in a shipment are properly marked. Requires importation and other documents to be furnished to the DOA before imported eggs are offered for sale. (HD1)

RELATING TO THE LANDLORD TENANT CODE. Requires a landlord to provide tenant access to a dwelling unit for a period of 24 hours solely for removal of the tenant's possessions when the tenant quits the premises or fails to pay rent. Provides that after the 24-hour period, the tenant's property shall be deemed abandoned and may be immediately disposed. (HB1009 HD1)

RELATING TO POST-SECONDARY EDUCATION AUTHORIZATION. Creates a framework for authorizing post-secondary degree-granting educational institutions that have applied for accreditation by an accrediting agency recognized by the U.S. Department of Education. (HB1079 HD1)

RELATING TO ENERGY. Requires the PUC to establish performance incentive mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics. Allows the PUC to delay implementation until no later than January 1, 2020. (HB1283 HD1)

RELATING TO THE HAWAII HURRICANE RELIEF FUND COMPREHENSIVE LOSS REDUCTION PLAN. Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards. (HB1435 HD1)

RELATING TO INSURANCE. Authorizes the issuance of employer-sponsored high deductible health. Requires maintenance of health savings accounts in conjunction with high deductible health plans. Requires the employer to fund deductible costs. Specifies that employers and insurers that buy or sell high deductible health plans remain subject to the Prepaid Health Care Act. (HB407 HD1)

RELATING TO ELEVATOR MECHANICS. Clarifies the scope of work for elevator mechanics. Amends the requirements for apprentice elevator mechanics, the licensing requirements for elevator mechanics, and the powers and duties of the Elevator Mechanics Licensing Board. (HB1381 HD1)
