Establishes the Hawaii Interagency Council for Transit-Oriented Development within the Department of Business, Economic Development, and Tourism to institutionalize intergovernmental and interagency coordination on transit-oriented development planning statewide. Appropriates funds for the design and construction of a warehouse to serve as a storage site for training logistics and related matters for the Hawaii Army National Guard at Pohakuloa training area on Hawaii island.

RELATING TO MILITARY LAND. Transfers all state land leased by the United States Army to state DOD by June 30, 2017. Requires DOD to submit a report to the legislature.

RELATING TO NATIVE HAWAIIAN RESOURCES. Authorizes the BLNR Chairperson to transfer public land trust funds to the Kaho‘olawe Rehabilitation Trust Fund. Authorizes the Office of Hawaiian Affairs to expend public land trust funds for purposes consistent with those of the Kaho‘olawe Rehabilitation Trust Fund. (HB2200 HD1)

RELATING TO URBAN RENEWAL. Authorizes the director of finance to issue GO bonds to the counties for infrastructure construction related to urban renewal projects. Allows each county to have more than one local redevelopment agency. Repeals the specific naming requirement for local redevelopment agencies. Requires all five members of the local redevelopment agency to reside within the boundaries of an area defined by the county via resolution. States that redevelopment projects carried out by the local redevelopment agency are public works.

RELATING TO STATE PLANNING. Requires the Office of Planning to review and propose updates to the State Planning Act and submit a written report to the Legislature. Makes an appropriation.

RELATING TO THE LAND USE COMMISSION. Requires the land use commission to process the reversion of land use district boundary reclassifications and revoke approvals for special use permits in cases where the pertinent county has violated or failed to enforce land use conditions or restrictions imposed by the commission for the subject property.

RELATING TO THE LAND USE COMMISSION. Establishes penalties for any petitioner for an amendment to a district boundary that violates, neglects or fails to conform to or comply with chapter 205, HRS, (land use commission) or any lawful order of the land use commission. Authorizes the land use commission to record a notice of noncompliance, modify existing conditions, or impose new conditions on land that has been petitioned for a boundary amendment fails to adhere to or comply with the petitioner's representations or the land use commission's conditions. Clarifies who may motion for an order show cause based on an alleged failure to perform a condition, representation, or commitment. Extends incremental districting to urban districts to twenty years.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to TWO minutes. This two minute policy will be enforced to ensure fairness and adequate consideration to all bills.
