RELATING TO CIGARETTE SHIPPING LABELS. Amends the legal notice required on cigarette shipping containers to reference the age of twenty-one rather than the age of eighteen.

RELATING TO THE MEDICAL ADVISORY BOARD. Amends the composition of the medical advisory board.

RELATING TO TRANSPORTATION. Amends the statewide transportation plan to include bicycle facilities as part of the transportation system components. Requires the Department of Transportation to develop a survey on travel behavior. Requires each county to develop transportation mode sharing plans and to update these plans every five years beginning in 2025.

RELATING TO VEHICULAR LOLLYGAGGING. Requires drivers in the left lane to safely move to the adjacent lane if the driver's vehicle is being overtaken from the rear by multiple vehicles traveling at a higher rate of speed; the driver is proceeding at less than the normal speed of traffic; and the driver has three or more vehicles following immediately behind.

RELATING TO ELECTRIC VEHICLE PARKING. Repeals provisions exempting electric vehicles from the payment of parking fees.

RELATING TO HIGHWAYS. Requires the Department of Transportation to conduct a study identifying traffic problems on and near the H-1 Freeway.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR ASSISTING AN INDUSTRIAL ENTERPRISE. Authorizes the issuance of special purpose revenue bonds to Pasha Hawaii Holdings, LLC for the redevelopment of Honolulu Harbor, Oahu.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT. Establishes the business mitigation relief pilot program to assist businesses and commercial property owners negatively impacted by the construction of the rail project. Establishes guidelines and procedures for financial assistance through the program. Appropriates funds for the program. Effective July 1, 2050. (HB2518 HD1)

RELATING TO TAXATION. Establishes a general excise tax exemption for businesses affected by construction from a county mass transit project.

RELATING TO TRANSPORTATION. Requires commercial vehicles carrying cargo weighing 55,000 pounds or more from Hawaii's commercial harbors to be weighed prior to leaving the harbor. Requires water carriers to provide the Department of Transportation with a list of shipping containers or loads weighing 55,000 pounds or more to be transported on a highway. Provides a penalty.

RELATING TO TESTING FOR INTOXICANTS. Repeals section 291E-68, Hawaii Revised Statutes, regarding refusing to submit to a breath, blood, or urine test for those arrested for the use of intoxicants while operating a vehicle. Makes conforming amendments to section 291E-15, Hawaii Revised Statutes.

RELATING TO MOBILE ELECTRONIC DEVICES. Prohibits a pedestrian from crossing a street, road, or highway while using a mobile electronic device.
