RELATING TO GUARDIANSHIP. Requires the courts to provide information relating to adult guardianships to the Hawaii criminal justice data center to disclose to the Federal Bureau of Investigation National Instant Criminal Background Check System database for gun control purposes.

RELATING TO CRIMINAL HISTORY RECORD CHECKS. Authorizes county police departments to enroll firearms applicants and individuals who are registering their firearms into a criminal record monitoring service used to alert police when an owner of a firearm is arrested for a criminal offense anywhere in the country. RELATING TO FIREARMS. Amends the qualification requirements to allow lawful permanent residents to apply for a permit to acquire a firearm. Clarifies the background check process for firearm permit applicants and authorizes county police departments to enroll firearm permit applicants into a criminal record monitoring service.

RELATING TO EQUAL PAY. Amends the provisions for equal pay and sex discrimination for substantially similar work. Clarifies employer defenses. RELATING TO THE HAWAII WORKFORCE DEVELOPMENT COUNCIL. Conforms the State Workforce Development Council Law to new federal requirements in the Workforce Innovation and Opportunity Act of 2014 (WIOA), which supersedes the Workforce Investment Act of 1998 (WIA). (HB2362 HD1)

RELATING TO THE STATEWIDE INTEGRATED SEX OFFENDER TREATMENT PROGRAM. Amends chapter 353E, Hawaii Revised Statutes (HRS), to reflect nationally recognized best practices in the statewide, integrated programming for sex offenders, and to identify the coordinating body for the sex offender treatment program as the "sex offender management team." Exempts the statewide integrated sex offender treatment program from the requirements of chapter 92, HRS.

RELATING TO LIQUOR. Amends liquor license application and operating procedures to allow publicly-owned companies, and entities they solely own, to provide information for only those officers designated as primary decisionmakers regarding the purchase and sale of liquor and specifies that only a transfer of twenty-five per cent or more of outstanding voting capital stock requires a corporation to secure the approval of the transfer from the commission.

RELATING TO UNDERGROUND STORAGE TANKS. Prohibits the permitting of new underground storage tanks within 100 yards of the shoreline. Allows permit holders for existing underground storage tanks located within 100 yards of the shoreline to renew their permits. (HB2626 HD1)
