RELATING TO AGE OF CONSENT FOR ADOLESCENT MENTAL HEALTH SERVICES. Authorizes a minor who is fourteen years of age or older to consent to mental health treatment or counseling services by a licensed mental health professional if the professional deems the minor is mature enough to participate intelligently in the treatment or services. RELATING TO EXTRACURRICULAR ACTIVITIES. Allows home schooled students to participate in extracurricular activities offered at the public school that they would otherwise be required to attend. (HB2135 HD1)

RELATING TO RECORDS OF THE HAWAII HEALTH SYSTEMS CORPORATION. Authorizes the Hawaii Health Systems Corporation to set rates for copies of records that are protected from the disclosure requirements of Chapter 92F, Hawaii Revised Statutes. Establishes rates for copies of medical records at the actual cost of preparation within minimum and maximum rates. (HB1111 HD1)

RELATING TO GOVERNMENT RECORDS. Requires agencies to exercise reasonable care in the maintenance of all government records under its control that are required to be made available for public inspection.

Authorizes and requires the Employees' Retirement System to make direct payment to a spouse or former spouse of a system member or retirant of all or a portion of the member's or retirant's benefits pursuant to a Hawaii domestic relations order. RELATING TO THE DISCLOSURE OF TAX RETURN INFORMATION. Amends section 231-18, Hawaii Revised Statutes, to allow disclosure of tax return information to the Department of the Attorney General, federal, state, or local officials, and other persons in specified situations; and amends section 235-116, Hawaii Revised Statutes, to clarify that all information filed under chapter 235, Hawaii Revised Statutes, with any state agency is confidential.

RELATING TO ADMINISTRATIVE TAX APPEALS AND DISPUTE RESOLUTION PROGRAM. Amends section 231-7.5, Hawaii Revised Statutes, to clarify the types of cases that can be appealed, clarify certain procedures, and make other technical, nonsubstantive changes.

RELATING TO THE UNIFORM FIDUCIARY ACCESS TO DIGITAL ASSETS ACT. Provides authority to plan for the management and disposition of digital assets. (HB2115 HD1)

RELATING TO ENFORCEMENT OF WAGE LAWS. Changes the penalties for government contractors who violate wages and hours laws. Increases penalties, in addition to the separate payment of back wages, to $1,000 for the first offense and $10,000 for the second offense. (HB2473 HD1)

· Testifier's name with position/title and organization;

· The date and time of the hearing; and

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
