RELATING TO CHILD VISITATION. Deletes duplicative provision of awarding grandparents reasonable visitation rights. Adds as prerequisites to awarding visitation that the court find that awarding custody to a grandparent is in the best interest of the child and that denial of reasonable grandparent visitation rights would cause actual or potential harm to the child. Clarifies procedures for awarding visitation.

MAKING APPROPRIATIONS FOR COLLECTIVE BARGAINING COST ITEMS. To provide fund authorizations and appropriations for collective bargaining cost items for Unit (8) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2015‑2017.

RELATING TO COLLECTIVE BARGAINING. Specifies that the benefits of the Hawaii employer-union health benefits trust fund are subject to negotiation. Clarifies that a decision of an arbitration panel shall be final.

RELATING TO ENFORCEMENT OF WAGE LAWS. Changes the penalties for government contractors who violate wages and hours laws. Makes penalties $1,000 for the first offense and ten per cent of the contract amount for the second offense.

RELATING TO PREVAILING WAGES. Requires contracts for construction on public lands to comply with wage and hour requirements set forth in chapter 104, HRS.
