RELATING TO WAILUKU PROPERTIES. Requires the department of accounting and general services to develop a Wailuku state office master plan to address the shortage of space in the Wailuku state office building and old courthouse building. Makes an appropriation for the master plan. Makes an appropriation for the purchase of certain other properties in Wailuku.

RELATING TO NATURAL DISASTER PROTECTION. Establishes a 3-year pilot parametric disaster insurance program within DAGS to be funded by the interest from the hurricane reserve trust fund.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAII RENEWABLE RESOURCES, LLC. Authorizes the issuance of special purpose revenue bonds to assist Hawaii Renewable Resources, LLC, with the development of facilities for food crop, animal feed, and renewable non-fossil fuel production on O‘ahu.

RELATING TO CONSTRUCTION CONTRACTS. Requires the State Procurement Office, in conjunction with the Department of Accounting and General Services, to conduct a comprehensive analysis and review of the Hawaii Public Procurement Code, particularly with regard to the awarding of construction contracts. Appropriates an unspecified amount of funds for the analysis and review.

RELATING TO THE ENVIRONMENT. Requires state agencies to participate in a carbon offset program to offset carbon emissions caused by their employees' air travel. Requires DLNR to establish and administer a carbon offset program.

RELATING TO RECYCLING. Requires the Department of Health to assess the viability of the glass advance disposal fee program and report to the Legislature. Requires the Department of Health to report to the Legislature on the Department's progress in adopting the recommendations contained in Auditor's Report No. 14-17 entitled A Study to Identify Local Alternatives to Shipping Non-Deposit Glass Out of the State of Hawaii.

RELATING TO TAXATION. Amends the existing ethanol facility income tax credit to include other renewable fuels.

RELATING TO CORPORATIONS. Requires domestic and foreign corporations to provide their shareholders with reports of independent expenditures and political contributions.

RELATING TO SEX TRAFFICKING. Replaces the offense of Promoting Prostitution in the First Degree with Sex Trafficking to be classified as a violent crime. Makes Sex Trafficking a class A felony and a strict liability offense if a minor is the victim of sex trafficking. Provides that the offense of prostitution for a person younger than eighteen years of age is a violation. Establishes a class C felony for the act of paying for sex in reckless disregard of the fact that the other person is a victim of sex trafficking. Expands the Department of the Attorney General's Statewide Witness Program to include sex trafficking; provides victims with access to criminal injury compensation; and amends laws relating to civil liability for cases of coercion into prostitution. Makes amendments to strengthen enforcement of laws and increase penalties against the sex trafficker.

RELATING TO LABOR. Appropriates funds to establish, administer, and support on-the-job training for individuals who are unemployed and dislocated due to the closure of Hawaiian Commercial & Sugar Company on Maui.

RELATING TO INVESTMENT PERSONNEL OF THE EMPLOYEES' RETIREMENT SYSTEM. Authorizes the ERS board to appoint investment professionals and support staff. Exempts appointed investment officers, professionals, and specialists from civil service law and collective bargaining. Provides option for incumbent investment specialists to remain subject to civil service law.

RELATING TO HOISTING MACHINE OPERATORS. Repeals the Hoisting Machine Operators' Certification Revolving Fund and the position of the executive director. Tasks the DLIR with the responsibility of administrative duties for the Hoisting Machine Operators Advisory Board. Allows the Hoisting Machine Operators Advisory Board to establish fees for the issuance of permits or certificates by administrative rule.

RELATING TO COLLECTIVE BARGAINING. Establishes a collective bargaining unit for graduate student assistants employed at the University of Hawaii.

RELATING TO TRANSPORTATION. Authorizes the State or a county to obtain ownership over a road by condemnation pursuant to the State's powers of eminent domain. Exempts the State and counties from maintaining or improving condemned roads.

RELATING TO LAND COURT. Streamlines the operations of the Office of the Assistant Registrar of the Land Court by removing the requirement that the Assistant Registrar certify pending certificates of title for fee time share interests.
