RELATING TO A GENERAL EXCISE TAX EXEMPTION FOR LOW INCOME RENTAL SUBSIDIES. Exempts rental subsidy payments for Section 8 and Housing First Programs from the state general excise tax.

RELATING TO HOUSING. Bases the amount of the tax credit on whether or not a building is financed by tax-exempt bonds. Increases funding for affordable rental housing development by making the State Low-Income Housing Tax Credit more valuable. Reduces State Tax Credit period from ten to five years.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Enables the Hawaii Housing Finance and Development Corporation to develop mixed-use developments in partnership with state and county departments and agencies. Effective 7/1/2016.

RELATING TO THE DWELLING UNIT REVOLVING FUND. Authorizes the creation of Regional State Infrastructure Improvement Subaccounts within the Dwelling Unit Revolving Fund and the use of the Dwelling Unit Revolving Fund to provide loans and grants to finance regional state infrastructure improvements in areas of planned growth.

RELATING TO PUBLIC HOUSING. Authorizes the Public Housing Authority to impose maximum rental periods of five years for state low-income housing projects which receive state funds for repair and maintenance or capital improvement, provided that the maximum rental periods do not apply to tenants who are disabled or 65 years of age or older. Requires rates for the five-year rentals to be fixed for entire term of lease. Establishes a trust account for the Authority to provide matching funds for tenants who choose to participate in those five-year rentals. Authorizes GO bonds. Appropriates funds.

RELATING TO HOUSING. Requires a percentage of funds in the Housing First Special Fund to be used to provide homes for persons who qualify for social security disability benefits and are diagnosed with life-long, serious mental illnesses.

RELATING TO HOUSING. Appropriates funds for the Shallow Rent Subsidy Program for homeless working individuals or families who are ready to rent permanent housing to obtain and maintain permanent housing. RELATING TO LONG-TERM CARE FACILITIES. Provides an inflationary adjustment to the methodology used to reimburse facilities for the long-term care of medicaid recipients for fiscal year 2016-2017. Makes an appropriation.

RELATING TO LEGAL SERVICES. Appropriates moneys from the general fund for civil legal services for low- and moderate-income persons to be purchased by the Judiciary.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIOENERGY HAWAII, LLC. Extends the authorization of the issuance of special purpose revenue bonds to BioEnergy Hawaii, LLC, for the purpose of establishing a cogeneration facility and related energy production facilities, for an additional five years.

RELATING TO PUBLIC HEALTH. Appropriates moneys to the Department of Health to hire five full-time employees (5.0 FTE) and retain consultants to monitor the United States Navy and the United States Defense Logistics Agency's compliance with an Administrative Order on Consent regarding leaks of fuel at the Red Hill Fuel Storage Facility. Appropriates funds to site and install two monitor wells near Red Hill Bulk Fuel Storage Facility to test groundwater.

MAKING AN APPROPRIATION FOR A SHOOTING FACILITY IN WEST HAWAII ON THE ISLAND OF HAWAII. Appropriates funds for public outreach, planning, and an environmental impact statement for a Hawaii island public shooting facility.

RELATING TO THE STATE INTEGRATED SOLID WASTE MANAGEMENT PLAN. Appropriates funds to the Department of Health to support the revision of the State Integrated Solid Waste Management Plan.

RELATING TO ENERGY COOPERATIVES. Clarifies that a publicly owned energy cooperative may be considered an energy project and project party for purposes of receiving financing through special purpose revenue bonds.

RELATING TO CESSPOOLS. Authorizes the Department of Health to establish a cesspool upgrade, conversion, or connection tax credit or rebate program. Disallows the tax credit for cesspool upgrade, conversion, or connection for taxpayers whose adjusted gross income exceeds certain amounts. Applies tax credit to all cesspools, regardless of location. Provides that cesspools found to be illegal, as a result of an inspection conducted due to a person applying for a rebate or taxpayer claiming a credit, are not subject to penalty.

RELATING TO CESSPOOL TAX CREDITS. Adds cesspools that are within two hundred feet of an existing sewer system as determined by a county to the definition of "qualified cesspool" for the purposes of determining eligibility for upgrade or conversion tax credits. Allows for an income tax credit for cesspool upgrades, conversions, or connections per tax map key in the case of large capacity cesspools. Makes tax credit applicable to taxable years after December 31, 2015.

RELATING TO RECYCLING. Requires all State agencies to reasonably provide and maintain onsite collection methods at buildings and facilities under an agency's jurisdiction for the collection of recyclable materials. Appropriates funds.
