MAKING APPROPRIATIONS FOR EARLY LEARNING. Makes appropriations to the Executive Office on Early Learning and Early Learning Advisory Board for staffing, travel, and attendance at relevant conferences, as applicable.

RELATING TO EDUCATION. Appropriates funds to provide training and track data on public school pupil punishment and use of restraints restrictions established by Act 206, Session Laws of Hawaii 2014. Requires report. Appropriates funds.

RELATING TO TECHNOLOGY IN SCHOOLS. Defines curricular materials to include both printed and digital material. Clarifies that moneys for curricular materials can be used for digital formats. Appropriates funds.

RELATING TO TEACHER INCENTIVES. Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.

RELATING TO EDUCATION. Expands the national board certification incentive program to provide monetary incentives to school psychologists. Authorizes continuing bonuses for teachers and school psychologists in designated high-need schools that improve and become no longer designated as such.

RELATING TO PUBLIC SCHOOL FACILITIES. Provides public charter schools with the right of first refusal for the use of DOE athletic facilities within the school complex area and on available dates. Requires DOE school principals to provide public charter schools with schedules of available dates for the use of athletic facilities.

RELATING TO CHARTER SCHOOLS. Establishes requirements for public charter school board meetings. Exempts public charter school commission from certain public meeting requirements. Authorizes charter schools to assess fees and charges for co-curricular activities.

RELATING TO HOUSING VOUCHERS. Authorizes the Hawaii Housing Finance and Development Corporation to establish a housing voucher program for full-time classroom teachers employed by the Department of Education, including classroom teachers at public charter schools.

RELATING TO AGRICULTURE. Implements the recommendation of the Hawaii agriculture workforce advisory board to create an agriculture workforce development pipeline initiative to conduct training on all islands for teachers and school administrators in agricultural self-sufficiency.

RELATING TO AGRICULTURE. Establishes, within CTAHR's agribusiness incubator program, a five-year energy independent farming community pilot project. Appropriates funds.

RELATING TO AGRICULTURE. Establishes within the Livestock Revitalization Program a grant program for qualified feed developers. Appropriates funds for the Feed Developer Grant Program, reimbursements to qualified producers for feed costs, and a survey of local feed ingredient sources.

RELATING TO PUBLIC EMPLOYEES. Requires public retiree contributions to the EUTF to be paid through withholdings of retirement benefit amounts from the ERS. (HB2016 HD1)

RELATING TO DISLOCATED SUGAR WORKERS. Directs and appropriates funds for the Department of Labor and Industrial Relations to provide workforce development, worker training and retraining, and other dislocated worker assistance programs for workers affected by the cessation of sugar production on Maui.

RELATING TO WORKFORCE DEVELOPMENT. Appropriates funds for a basalt rebar market study.

RELATING TO ENFORCEMENT OF WAGE LAWS. Changes the penalties for government contractors who violate wages and hours laws. Increases penalties, in addition to the separate payment of back wages, to $1,000 for the first offense and $10,000 for the second offense.

RELATING TO STATE EMPLOYEES. Requires that the number of civil service exempt employees not exceed five percent in the executive branch excluding the Department of the Attorney General. Requires DHRD to report on the number exempt executive employees. Requires departments to reduce the number of exempt employees if the total exceeds five percent.

RELATING TO LABOR. Excludes employers from providing Temporary Disability Insurance (TDI) coverage for themselves if they perform services for their own corporation, limited liability company (LLC), limited liability partnership (LLP), partnership, or sole proprietorship. Allows the Director to receive electronic reports of injuries and other workers' compensation required reports. Increases the penalties for not having TDI coverage, for failure to make correct or timely benefit payments, for terminating such benefits, for failure to file medical reports, for employer's failure to provide copies of requested medical reports, for not having Workers' Compensation coverage, and for the deduction of premium payment from employee wages.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
