      Status & Testimony

RELATING TO HEALTH.

Establishes the early language acquisition program to assess and track language development for children who are deaf, hard of hearing, and deaf-blind.  Requires the departments of health and education to collaborate in the use of language assessments for children who are deaf, hard of hearing, and deaf-blind when developing individualized family support plans and individualized education plans in order to monitor language acquisition progress and implement appropriate language acquisition strategies to promote school readiness.  Establishes the early language acquisition advisory committee to solicit input from experts on the selection of language developmental milestones.  Makes an appropriation for the establishment of language developmental milestones and the corresponding parent resource and educator tools and assessments.

RELATING TO TEACHERS.

Creates an incentive program for current educational assistants in hard-to-fill schools to attain teacher licensure if they commit to teaching for three years in a hard-to-fill school.  Appropriates funds for the program and alternate teacher route contracts.

RELATING TO PHYSICAL EXAMINATIONS.

Beginning with the 2017-2018 school year, requires a child to provide written documentation of a physical examination performed within twelve months prior to attending seventh grade at a public school.  Provides for provisional attendance if an exam is scheduled.

RELATING TO CONCUSSIONS.

Expands the concussion educational program established under Act 197, SLH 2012, to include youth athletic activities for participants aged 4 to 18 and incorporate additional program requirements.  Appropriates funds to develop and implement the educational program and to administer concussion testing to high school student athletes.

Requires the licensure of school psychologists in both the public and private sectors of employment.

RELATING TO LICENSING OF PRIVATE TRADE, VOCATIONAL, AND TECHNICAL SCHOOL.

Transfers administration of the licensing and regulation program for private trade, vocational, and technical schools from the department of education to the department of commerce and consumer affairs.

Prohibits teachers and persons who are licensed to provide professional counseling from engaging in or advertising sexual orientation change efforts on students and persons under eighteen years of age.

RELATING TO EDUCATION.

Allows an individual of a school‑based profession to engage in the practice of behavior analysis without being licensed as a behavior analyst; provided the unlicensed individual does not use any title or description to state or imply that the individual is a licensed behavior analyst.
