Subjects the procurement of construction contracts to federal procurement laws.

RELATING TO LIQUOR.

Amends liquor license application and operating procedures to allow publicly-owned companies, and entities they solely own, to provide information for only those officers designated as primary decision makers regarding the purchase and sale of liquor and specifies that only a transfer of twenty-five per cent or more of outstanding voting capital stock requires a corporation to secure the approval of the transfer from the commission.

Status

RELATING TO THE HI GROWTH INITIATIVE.

Allocates $5,000,000 of the Corporation Income Tax collected each year for five year to the Hawaii Strategic Development Corporation Revolving Fund for the HI Growth Initiative, an investment program to develop an ecosystem to support high-growth entrepreneurial companies in the State.  Effective July 1, 2016.

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Extends the sunset date of the motion picture, digital media, and film production income tax credit for an additional five years.

RELATING TO MOVIE THEATERS.

Requires a public accommodation that owns, leases, leases to, or operates a motion picture theater in more than two locations in the State to provide open movie captioning during at least two showings per week of each motion picture that is produced and offered with open movie captioning.  Requires a public accommodation that owns, leases, leases to, or operates a motion picture theater in the State to provide, upon request, audio description of any motion picture that is produced and offered with audio description.

Status

RELATING TO ECONOMIC DEVELOPMENT.

Establishes a Kapolei jobs initiative program that offers tax incentives to increase the number of businesses willing to establish or relocate themselves in the Kapolei region.  Repeals 6/30/2026.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Establishes the business mitigation relief pilot program to assist businesses negatively impacted by the construction of the rail project.  Establishes guidelines and procedures for financial assistance through the program.  Appropriates funds for the program.

Status

RELATING TO CROWDFUNDING.

Establishes a crowdfunding exemption and funding portal for limited intrastate investments between Hawaii residents and Hawaii businesses, not to exceed $1,000,000 raised over a twelve month period or $100,000 per investor.  Includes disclaimer requirements.

Status

RELATING TO TECHNOLOGY.

Invests in high technology development by facilitating a connection between the high technology industry, returning kama‘aina, and visitors to the State.  Appropriates funds to the High Technology Development Corporation.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration of all bills.
