RELATING TO EDUCATION. Authorizes department of education employees and agents to volunteer to administer auto-injectable epinephrine to a student with anaphylaxis in an emergency situation and to assist in the testing and management of diabetes for students. Allows students with diabetes to self-test and self-manage their illness. Requires department of education to report on the status of implementation. (SD1)

RELATING TO TEACHERS. Authorizes an additional per year bonus for teachers who maintain current national board certification under the national board certification incentive program and teach at a school in a focus, priority, or superintendent's zone, as determined by the department of education. Authorizes an additional per year bonus through the end date of a teacher's national board certification, for teachers who received a bonus for teaching at a school in a focus, priority, or superintendent's zone school under the national board certification incentive program, and continue teaching at that school after the school is no longer so classified. RELATING TO EDUCATION. Beginning with the 2016-2017 school year, requires a child to provide written documentation of a physical examination performed within the twelve months prior to attending seventh grade. Provides for provisional attendance if an exam is scheduled. Makes an appropriation. Effective 07/01/2050. (SD1)

RELATING TO PUBLIC EARLY CHILDHOOD EDUCATION. Establishes the executive office on early learning prekindergarten program to be administered by the executive office on early learning and provided through department of education public schools and public charter schools. (SD1)

RELATING TO EARLY CHILDHOOD EDUCATION. Amends or repeals provisions of Chapters 302A and 302L, Hawaii Revised Statutes, as related to early childhood education, to clarify the respective roles of the Department of Education and the Executive Office on Early Learning. (HB821 HD1)

RELATING TO PUBLIC CHARTER SCHOOLS. Requires state departments, upon the closure of facilities, to consider the facility's suitability for use by public charter schools or early learning programs, and to notify the state public charter school commission or executive office on early learning of the availability and suitability of the facility. Requires more detailed annual reporting by the state public charter school commission. Establishes a charter school facilities funding working group within the department of education to operate in an advisory capacity on issues regarding charter school facilities funding. Appropriates funds for public charter schools. Authorizes the issuance of general obligation bonds. (SD1)

RELATING TO TEACHER TENURE. Sets probationary period of specified licensed charter school teachers according to policies and practices as determined by DOE, BOE, and collective bargaining agreements. Subjects tenured DOE licensed teachers who transfer to charter schools to the appropriate collective bargaining agreement. (SD1)

RELATING TO EDUCATION. Makes permanent the department of education's authority to supervise its accounts. Makes required housekeeping amendments to statutory provisions relating to the department of education's fiscal operations. (SD1)

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM. Requires the department of education to report on the status and long-term development and administration of non-translated annual assessments in the Hawaiian language for language arts, mathematics, and science for ka papahana kaiapuni students. Makes an appropriation to carry out the purposes of this Act. (SD1)

RELATING TO HAWAIIAN PLANTS. Subject to exceptions, requires all plans, designs, and specifications for new or renovated landscaping of State-developed buildings, complexes, facilities, or housing to incorporate Hawaiian plants. Effective 7/1/2050. (SD1)

RELATING TO TRAINING. Requires Office of Hawaiian Affairs to administer a training course on native Hawaiian and Hawaiian rights. Requires members of certain state councils, boards, and commissions to attend the training course. (SD1)

MAKING AN APPROPRIATION TO THE KAHO‘OLAWE ISLAND RESERVE COMMISSION. Appropriates funds to the Kaho‘olawe Island Reserve Commission for restoration and preservation projects. Requires submission of financial self-sufficiency and sustainability plan to legislature twenty days prior to 2016 regular session. (SD1)

RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION. Amends commission membership and funding source of staffing for the King Kamehameha Celebration Commission. Appropriates funds.
