The following measures were previously heard in their respective standing committees:
RELATING TO AFTERSCHOOL PROGRAMS. Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program in the office of youth services to provide a standardized framework and funding for afterschool programs in public middle/intermediate schools. Establishes a revolving fund to receive fees and other moneys to supplement the costs of administering and operating the program.

RELATING TO YOUTH. Requires the office of youth services to coordinate a safe places for youth pilot program until 6/30/2021 to establish a network of safe places where youth in crisis can access safety and services. Establishes the position of safe places for youth program coordinator. Allows youth in crisis who are at least 14 but under 18 years of age to consent to services in the safe places program under certain circumstances. Makes an appropriation. (SD1)

RELATING TO HUMAN SERVICES. Makes appropriations for positions and the continued implementation of the preschool open doors program and for subsidies for the program. (SD2)

RELATING TO AGING. Part I: Appropriates funds for the kupuna care program and an aging and disability resource center. Part II: Removes hiring requirement by director of health in accordance with chapters 76 and 89, Hawaii Revised Statutes, for the position of Alzheimer's disease and related dementia services coordinator. Appropriates funds for the Alzheimer's disease and related dementia services coordinator. Part III: Appropriates funds for fall prevention and early detection services for the elderly. Part IV: Appropriates funds for various senior center programs. Part V: Appropriates funds to support the healthy aging partnership program. Part VI: Appropriates funds for an Alzheimer's disease and related dementia public awareness campaign. (SD1)

RELATING TO AFFORDABLE HOUSING. Authorizes the issuance of general obligation bonds and the appropriation of funds for deposit into the rental housing trust fund and the dwelling unit revolving fund to finance affordable rental housing development and infrastructure development. Appropriates funds for the construction of micro apartment housing units. Appropriates funds to the department of human services to continue to administer housing first programs for chronically homeless. (SD1)

RELATING TO PUBLIC HOUSING. Appropriates funds for the plans, design, construction, and equipment to develop, upgrade, or renovate public housing facilities in the State. (SD1)

RELATING TO RENTAL HOUSING. Allows a portion of conveyance tax revenues dedicated to the rental housing trust fund to be monetized to increase the amount of funding for the rental housing trust fund. Authorizes the issuance of revenue bonds to finance the rental housing trust fund.

RELATING TO THE RENTAL HOUSING TRUST FUND. Adds a preference for rental housing trust fund project applicants that receive federal low-income housing tax credits. Takes effect on 1/1/2016.

RELATING TO TAXATION. Ensures that certain eligible housing projects will remain affordable for certain minimum periods in order to be certified for exemption from general excise taxes. (SD1)

RELATING TO LONG-TERM CARE FACILITIES. Requires the department of human services to track the annual costs, reimbursements, and shortfalls that long-term care facilities experience due to the current long-term care reimbursement rate, as well as the potential impact of a reimbursement rate increase, and provide a report to the legislature every three years beginning in 2018. RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Continues the hospital sustainability program by extending its sunset date to June 30, 2016, updating the referral dates in the statute, and revising the funding amount for the hospital sustainability program for fiscal year 2015-2016. RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Amends Act 156, Session Laws of Hawaii 2012, as amended by Act 142, Session Laws of Hawaii 2013, as amended by Act 124, Session Laws of Hawaii 2014, to continue the Nursing Facility Sustainability Program by extending the sunset date of the Act and appropriating funding out of the nursing facility sustainability program special fund for fiscal year 2015-2016. RELATING TO FIREFIGHTERS. Provides firefighters with comprehensive medical coverage through workers compensation benefits by establishing a rebuttable presumption that a firefighter who suffers from cancer, blood-borne infectious disease, or exposure to biochemical substances contracted the condition in the course of employment. Requires the Hawaii State Fire Council to develop standards and procedures to ensure health and safety of firefighters who may be exposed to hazardous materials in the course of their duties. (SD1)

RELATING TO HEALTH. Makes an appropriation for one advanced life support ambulance to be based in Makalei on the island of Hawaii and to be used from 8:00 a.m. to 10:00 p.m., and to include a vehicle, equipment, and personnel costs.

RELATING TO HEALTH. Appropriates funds for the purchase of one ambulance unit and operational costs for one ambulance unit to service the area of Kakaako.

RELATING TO HEALTH. Appropriates funds to establish an advanced life support ambulance to be based in Puna on the island of Hawaii, including the acquisition of a vehicle and equipment and personnel costs for state-certified emergency medical services personnel.

RELATING TO CHARTER SCHOOLS. Temporarily authorizes the state public charter school commission to request the issuance of general obligation bonds to finance public charter school facilities. Creates a working group to act in an advisory capacity to determine the criteria for and allocation of bond proceeds. Specifies that bond-funded facilities are owned by the State. Requires an annual report to the legislature. Authorizes the issuance of bonds to fund public charter school facilities. (SD1)

RELATING TO EARLY CHILDHOOD EDUCATION. Amends or repeals provisions of Chapters 302A and 302L, Hawaii Revised Statutes, as related to early childhood education, for housekeeping and other purposes.

RELATING TO EDUCATION. Requires and appropriates funds for the department of education to develop an assessment of established statewide performance standards for students in the kaiapuni program. Requires reports to the legislature. (SD1)

RELATING TO EDUCATION. Amends the chapter governing public charter schools to align the requirements for start-up and conversion charter schools. Defines "applicant governing board" and makes conforming amendments. Makes other housekeeping amendments. (SD1)

RELATING TO EDUCATION. Allows a public charter school student who has been notified of the prospect of charter revocation or nonrenewal or school closure to enroll in a school outside of the student's service area.

RELATING TO PUBLIC CHARTER SCHOOLS. Establishes protocol for public charter schools in the event a school becomes financially insolvent. Authorizes school closure if determined necessary by an authorizer in the event of financial insolvency or due to health and safety issues.

RELATING TO PUBLIC CHARTER SCHOOLS. Requires state departments, upon the closure of facilities, to consider the facility's suitability for use by public charter schools or early learning pre-plus programs or for development of twenty-first century schools or mixed-use facilities, and to notify the department of education, state public charter schools commission, and executive office on early learning of the availability and suitability of the facility. RELATING TO THE PREAUDITS OF PROPOSED PAYMENTS. Extends the fiscal flexibility and autonomy previously granted to the Department of Education until June 30, 2020, to allow the Department to continue to use its resources in a more cost-effective manner.

MAKING AN APPROPRIATION TO SUPPORT THE AFTER-SCHOOL PLUS PROGRAM. Appropriates moneys for the After-School Plus (A+) Program.

RELATING TO PUBLIC SCHOOLS. Requires the department of education to develop a transition plan to end multi-track schedules in public schools and report to the legislature regarding the plan and any proposed legislation. Requires the department of education to give priority to overpopulated schools, including multi-track schools, among capital improvement project appropriation requests submitted to the legislature.

RELATING TO TEACHERS. Applies the same probationary period requirements of department of education teachers to public charter school teachers, who have not earned tenure within the department of education, upon entry or reentry to the department of education.
