RELATING TO BUDGETING.

Requires "position ceilings" to be included in the executive budget and related documents.  Requires a "position ceiling" to separately identify the maximum number of permanent and temporary positions authorized in the executive budget.  Prohibits the expenditure of funds on positions exceeding the applicable ceiling, with certain exceptions.  States intent that the provisions also apply to the judiciary budget by operation of existing law.  Effective date January 7, 2059.  (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows the court to decree a forfeiture by the member, former member, or retirant of all or a portion of any interest, hypothetical account balance (in excess of the amount representing any employee contributions made by or on behalf of the member, former member, or retirant), pension, annuity, or retirement allowance that the member, former member, or retirant may otherwise be entitled to if a member, former member, or retirant is convicted of a felony and the court finds that the felony is related to the employment of the member, former member, or retirant by the State or any county.  Requires the employees' retirement system to comply with the court order and suspend or deny payment to the member, former member, or retirant as provided in the order.  Effective date 1/7/59.  (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires an employee receiving workers' compensation benefits to have retirement contributions deducted from those benefits.  Establishes deadlines:  (1) for public employees who join the employees' retirement system after June 30, 2016, to claim membership service credit for previous service and for military service credit; and (2) for starting payments to acquire membership service credit for previous service, military service, and unpaid leave.  Provides for payment for acquisition based on actuarial cost.  Effective date January 7, 2059.  (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires State and counties to furnish payroll and personnel transaction information to the Employees' Retirement System in the required format.  If a department or agency fails to provide the information in the required format, requires the State or county to pay to the system in a lump sum at the beginning of the fiscal year the amount equal to the employer contributions payable by the department or agency.  Requires unpaid amounts to bear interest.  Effective date January 7, 2059.  (SD1)

Requires any fees assessed by the campaign spending commission to be deposited into the Hawaii election campaign fund.  Requires that general funds, rather than moneys from the Hawaii election campaign fund, be used for the operating expenses of the campaign spending commission.  Authorizes the campaign spending commission to use moneys from the Hawaii election campaign fund for investigation expenses.  Effective 01/07/2059.  (SD1)

RELATING TO ELECTIONS.

Clarifies that in the event of a natural disaster, the chief election officer or county clerk in the case of county elections prior to the day of election has the authority to determine whether to postpone or vote by absentee ballot in an election affected by the natural disaster.  Authorizes the governor on the day of election and thereafter to determine whether to postpone or vote by absentee ballot in an election affected by the natural disaster unless the governor is a candidate for office in that election.  Effective 01/07/2059.  (SD1)

RELATING TO ELECTIONS.

Requires the office of elections to implement elections by mail in a county with a population of less than 100,000, beginning with the 2016 primary election.  By 2018, requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail.  Provides places of deposit for personal delivery of mail-in ballots and ensures a limited number of voter service centers in each county to remain open on the day of election to allow voters with special needs to vote and receive personal delivery of absentee, permanent absentee, and mail-in ballots.  Makes conforming amendments.  Appropriates funds for the implementation and administration of the election by mail program.  (SD1)

RELATING TO CIVIL SERVICE EXEMPTIONS.

Amends language to require each director of central personnel agency for a jurisdiction to review state civil service positions exempted under section 76-16, Hawaii Revised Statutes, on or after July 1, 2002, and prior to July 1, 2014, to determine whether the positions should continue to be exempt.  Until July 1, 2017, removes requirement related to civil service appointment for an employee who occupies an exempt position for at least one year.  Requires the director of human resources development to submit a report to the legislature.  Effective 01/07/2059.  (SD1)
