RELATING TO LAW ENFORCEMENT. Provides the mayor of each county with the authority to remove the respective county chief of police for good and just cause.

RELATING TO POLICE COMMISSIONS. Amends the composition of the county police commissions to require that three commissioners on each police commission have backgrounds, including equality for women, civil rights, and law enforcement, for the benefit of the public.

RELATING TO POLICE DEPARTMENTS. Requires each county police department to post its policies relating to domestic violence, officer-involved domestic violence, and standards of conduct on its official website.

RELATING TO POLICE DEPARTMENTS. Repeals the privacy exemption within the Uniform Information Practices Act for county police department officers.

RELATING TO POLICE DEPARTMENTS. Specifies that citizen complaints against a police officer that involve allegations of domestic abuse against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant.

RELATING TO LAW ENFORCEMENT. Requires law enforcement officers and officers of justice to request and obtain a person's voluntary and informed consent prior to conducting a search of the person, the person's belongings, the person's residence, or the person's vehicle when conducting the search without a search warrant. Provides an exception for law enforcement officers or officers of justice who have probable cause to believe that a person is armed and presents a danger to the officer's safety.

RELATING TO POLICE. Provides that county police commissions shall have the duty to establish procedures regarding the suspension, removal from a specified duty for disciplinary reasons, or termination of any police officer.

RELATING TO LAW ENFORCEMENT. Defines "custody" to mean a person who is stopped by or under the control of a law enforcement officer for official purposes. Prohibits a law enforcement officer from knowingly subjecting a person to sexual contact when making a traffic stop and requesting any identification, license, or registration.
