RELATING TO HAWAII CORRECTIONAL INDUSTRIES. Specifies that inmate services shall not directly or indirectly result in layoffs, reduction in force, job elimination, displacement, replacement, furloughs, contracting out of, or result in the failure to fund exempt civil service positions under section 76-16, HRS, any other provision of law, or bargaining unit positions covered by chapter 89, HRS.

RELATING TO FAMILY LEAVE. Requires the auditor to audit the use of state and federal family leave benefits by adult corrections officers of the department of public safety.

RELATING TO LAW ENFORCEMENT. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras and law enforcement vehicle cameras to be used by each county police department; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county.

RELATING TO ELECTRONIC MONITORING. Appropriates funds to the department of public safety and the judiciary for the purpose of electronic monitoring of released inmates.
