RELATING TO EDUCATION. Requires and appropriates funds for the department of education to develop an assessment of established statewide performance standards for students in the kaiapuni program. Requires reports to the legislature. Effective 7/1/2050. (SD2)

RELATING TO HAWAIIAN LANGUAGE. Expands the scope of the Hawaiian language college revolving fund at the University of Hawaii at Hilo to allow any funds generated by the Hawaiian language college, Hawaiian language support center, and indigenous outreach program through fees for services, training, and the sale of language-related products to be deposited into the revolving fund and expended to support the Hawaiian language college. Effective date 01/01/2050. (SD1)

RELATED TO AGRICULTURE. Includes traditional Hawaiian farming systems, traditional Hawaiian crops, and small-scale farming to the Hawaii state plan objectives and policies for the economy. (SD2)

RELATING TO HAWAIIAN PLANTS. Subject to exceptions, requires all plans, designs, and specifications for new or renovated landscaping of State-developed buildings, complexes, facilities, or housing to incorporate Hawaiian plants. Effective 7/1/2050. (SD2)

RELATING TO TRAINING. Requires OHA to administer a training course on native Hawaiian and Hawaiian rights. Requires members of certain state councils, boards, and commissions to attend the training course.

RELATING TO HAWAIIAN LANGUAGE. Requires that all letterheads, documents, symbols, and emblems of the State and other political subdivisions include accurate and appropriate Hawaiian names and language. Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation. (SD1)

RELATING TO THE PENAL CODE. Provides that the preparation of a corpse for burial or cremation in a manner consistent with traditional Hawaiian cultural customs and practices and the burial or cremation of a corpse prepared consistent with traditional Hawaiian custom and practice shall not constitute the abuse of a corpse within the penal code. Effective date 1/7/2059. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 20 copies (including an original) to Room 425 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8404 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
