RELATING TO PUBLIC SAFETY. Allows an employer to seek a temporary restraining order and injunction against further harassment of an employee or invitee who may be harassed at the employer's premises or worksite. Effective January 7, 2059. (SD1)

RELATING TO STATE PLANNING. Requires the office of planning to review and propose updates to the State Planning Act and submit a written report to the legislature. Makes an appropriation. Effective 7/1/2050. (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Provides for vested death benefits for Hybrid members who become members of the Employees' Retirement System after June 30, 2015; extends period for mandatory refund of contributions to the Employees' Retirement System. Effective date 1/7/2059. (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires an employee receiving workers' compensation benefits to have retirement contributions deducted from those benefits. Establishes deadlines: (1) for public employees who join the employees' retirement system after June 30, 2016, to claim membership service credit for previous service and for military service credit; and (2) for starting payments to acquire membership service credit for previous service, military service, and unpaid leave. Provides for payment for acquisition based on actuarial cost. Effective date January 7, 2059. (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires State and counties to furnish payroll and personnel transaction information to the Employees' Retirement System in the required format. Requires the State or county to pay to the system in a lump sum at the beginning of the fiscal year the amount equal to the employer contributions payable by the department or agency, if a department or agency fails to provide the information in the required format. Requires unpaid amounts to bear interest. Requires the Employees' Retirement System to submit annual progress reports. Effective date 7/1/2020. (SD2)

RELATING TO CIVIL SERVICE EXEMPTIONS. Amends language to require each director of central personnel agency for a jurisdiction to review state civil service positions exempted under section 76-16, Hawaii Revised Statutes, on or after July 1, 2002, and prior to July 1, 2014, to determine whether the positions should continue to be exempt. Until July 1, 2017, removes requirement related to civil service appointment for an employee who occupies an exempt position for at least one year. Requires the director of human resources development to submit a report to the legislature. Effective 01/07/2059. (SD1)

RELATING TO THE BUDGET DOCUMENTS. Requires the six-year program and financial plan and budget to include information on pension and other post-employment benefit liabilities. Effective 01/07/2059. (SD1)

RELATING TO FIREARMS. Authorizes the department of the attorney general to develop and implement a state program to allow active and retired law enforcement officers to carry a concealed firearm in Hawaii pursuant to the federal Law Enforcement Officers Safety Act of 2004. Makes a conforming amendment to state firearm laws. Effective 01/07/2059. (SD2)

RELATING TO BUDGETING. Requires "position ceilings" to be included in the executive budget and related documents. Requires a "position ceiling" to separately identify the maximum number of permanent and temporary positions authorized in the executive budget. Prohibits the expenditure of funds on positions exceeding the applicable ceiling, with certain exceptions. Authorizes department heads, with the approval of the governor, to establish positions for special, research, and demonstration projects, provided that funding is available for the positions. States intent that the provisions also apply to the judiciary budget by operation of existing law. Effective date 1/7/2059; except that section 3 of the bill takes effect upon approval. (SD2)

RELATING TO APPROPRIATIONS. Corrects a statement in the 2014 Act that reduced the appropriation for the joint investment study of the employees' retirement system and Hawaii employer-union health benefits trust fund. Takes effect on 1/7/2059. (SD1)
