RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS. Amends the exemption from the civil service laws for personal services contracts for building, custodial, and grounds maintenance services with qualified community rehabilitation programs at a cost of no more than $850,000 by specifying that the $850,000 maximum applies per contract.

RELATING TO THE HAWAII CIVIL RIGHTS COMMISSION. Authorizes the executive director to dismiss a discrimination complaint and issue a notice of right to sue after a determination of a reasonable cause of discrimination is made and conciliation fails.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Reconsolidates HHSC operational administration and oversight by eliminating regional system boards. Repeals certain limits on operational authority. Creates new bargaining units for HHSC employees. (HB1112 HD1)

RELATING TO WORKERS' COMPENSATION. Requires the Director of Labor and Industrial Relations to determine if the positions of state employees receiving workers' compensation benefits should remain vacant for one year or longer. Provides for the filling and funding of the temporarily vacant positions. Establishes a funding mechanism.

RELATING TO EMPLOYMENT. Requires twelve weeks of family leave. Establishes a partial wage replacement for leave trust fund funded by employee wage withholdings. Uses the trust fund to provide partial wage replacement for the weeks of family leave that are unpaid. Appropriates moneys to administer the trust fund.

RELATING TO EMPLOYMENT. Establishes a family leave insurance program, which requires employees to make contributions into a trust fund to be used to provide employees with family leave insurance benefits in order to care for a designated person. Appropriates funds to DLIR to implement the program.
