RELATING TO WAGES AND HOURS ON PUBLIC WORKS. For government public works construction contracts greater than $2,000, provides that overtime compensation be not less than 1‑1/2 times the laborers or mechanics basic hourly rate of pay plus fringe benefits and that if the department of labor and industrial relations determines that the prevailing wage is determined by a group represented by collective bargaining, then the overtime and any other premium shall be at the same rates set by the collective bargaining agreement. Specifies that the overtime rate be as specified in the collective bargaining agreement when the basic hourly rate is based on a collective bargaining agreement.

RELATING TO FIREFIGHTERS. Provides firefighters with comprehensive medical coverage through workers compensation benefits by establishing a rebuttable presumption that a firefighter who suffers from cancer, blood-borne infectious disease, or exposure to biochemical substances contracted the condition in the course of employment. Requires the Hawaii State Fire Council to develop standards and procedures to ensure health and safety of firefighters who may be exposed to hazardous materials in the course of their duties.

RELATING TO EMPLOYMENT. Establishes a family leave insurance program, which requires employees to make contributions into a trust fund to be used to provide employees with family leave insurance benefits in order to care for a designated person. Appropriates funds to DLIR to implement the program.

RELATING TO EMPLOYMENT. Requires twelve weeks of family leave. Establishes a partial wage replacement for leave trust fund funded by employee wage withholdings. Uses the trust fund to provide partial wage replacement for the weeks of family leave that are unpaid. Appropriates moneys to administer the trust fund.

RELATING TO GOVERNMENT CONTRACTS. Requires equal pay for similar work for any employee performing services under certain government contracts. Establishes a requirement for government contractors to report wages paid to employees, by gender. Provides penalties for contractors found to be in violation of these practices, including liquidated damages and suspension from government contract work. Also prohibits contractors on certain government contracts from retaliating against employees who disclose wage information.

RELATING TO SOCIAL MEDIA. Prohibits employers from requiring or requesting employees and potential employees to grant access to personal account usernames and passwords.

RELATING TO CHARTER SCHOOLS. Requires collective bargaining for charter school matters to be conducted between the exclusive representatives of charter school employees as the employee and the governor, board of education, and representatives elected by charter school governing boards as the employer.

RELATING TO CONTRACTORS. Requires the appropriate licensing boards to hire and train private deputies to investigate the use of unlicensed persons by contractors on construction sites. Increases penalties for violation of scope of contracting. Requires report. Appropriates moneys from the compliance resolution fund.

MAKING APPROPRIATIONS FOR PUBLIC EMPLOYMENT COST ITEMS. Makes appropriation for the public employment cost items of and cost adjustments for employees of the various legislative agencies.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
